Harrow Council has designated six wards for selective licensing, so every privately rented home in them needs a licence unless it is exempt: Edgware and Roxeth from 2 May 2026, Greenhill and Marlborough from 6 July 2026, and Wealdstone North and Wealdstone South from 1 September 2026, each for five years. HMOs with five or more people in two or more households need a mandatory licence anywhere in the borough. The council's additional licensing scheme for smaller HMOs ran from August 2021 to 5 August 2026 and it has consulted on renewing it, so check the current position with the council. If your property is licensed, read the conditions rather than assuming the general rules apply. Licence conditions can set testing intervals and standards the general law does not, and the licence condition is what binds you.

Does my Harrow rental need a selective licence?

It does if it is in one of the six wards Harrow Council has designated and is not exempt: Edgware and Roxeth (from 2 May 2026), Greenhill and Marlborough (from 6 July 2026), and Wealdstone North and Wealdstone South (from 1 September 2026). Selective licensing covers ordinary lets to one or two people or a single family, not just HMOs; a licensed HMO does not need a second licence. Why do older Harrow properties fail EICRs so often?

Mostly the consumer unit and the earthing. A rewireable fuse board with no RCD protection will generate C2 observations on its own, and older properties often have inadequate main bonding to gas and water. Both are fixable without a rewire, which is what a lot of landlords are wrongly told they need.

Is there a parking or permit problem for Harrow call-outs?
