In short
Do you cover Northolt for landlord certificates and repairs?
Yes. EliteShires Property Services issues gas safety records, EICRs and EPCs in Northolt, and sends plumbers, electricians and handyman visits from our Kenton Lane office, about six miles away by road. Both Northolt wards sit inside Ealing Council's selective licensing area, so if you let a home here we work to the licence conditions as well as the national rules.
Each of our main services has its own Northolt page below, from PAT testing and legionella risk assessments to decorating, carpentry and tiling.
Trades have their own Northolt pages: plumber in Northolt, electrician in Northolt and handyman in Northolt.

Letting in Northolt
If you let property in Northolt
Ealing runs all three kinds of licensing, and Northolt is inside all of them. Selective licensing has covered Northolt Mandeville and Northolt West End since 3 January 2023, so a privately rented house or flat let to a single household needs a licence unless it is exempt. The designation uses the ward boundaries from before May 2022, so check your exact address with Ealing rather than going by the current ward name. Additional licensing covers HMOs of three or more people in two or more households across the whole borough, plus some converted blocks, from 1 April 2022 to 31 March 2027; Ealing has consulted on a replacement scheme and we found no published decision as of October 2026.
Mandatory licensing still applies to HMOs of five or more people. The selective licence conditions are specific. The holder must have a gas safety certificate from the last 12 months, a declaration that the electrical installation is safe, and a test report for any appliances supplied, and each must reach the council within 7 days of being asked. The conditions also require at least three inspections of the property a year, with records available within 28 days, a working smoke alarm on every storey, and a lidded external bin. We work to those conditions when we quote, and we can keep your certificate dates and inspection records in one place. (Checked against Ealing Council's website, October 2026.)

Local knowledge: Northolt
Northolt housing stock
Northolt grew in three clear stages, and you can still tell them apart street by street. Private builders came first: north of Western Avenue most houses went up in the 1920s and 1930s, and a 1929 aerial photograph shows Belvue Road and Sandringham Road still under construction. These are the semis and short terraces around Northolt Park station, which opened in 1926. The second stage was council building after the war. The Northolt Park racecourse, opened in 1929, was taken for housing, and the Racecourse Estate was built between 1951 and 1955; many of its roads are named after racecourses. Flats and maisonettes followed in later decades, and Ealing has added new council homes since. The Census shows the mix plainly. In 2021, purpose-built flats were 36.0% of homes in Northolt Mandeville and 48.8% in Northolt West End. Semi-detached houses were 30.3% and 26.6%, and terraces 24.4% and 17.4%. Tenure is split three ways: in Northolt West End 25.0% of households rented privately and 32.5% rented socially, 23.1% of them directly from the council.
Northolt Mandeville was 26.6% private rented and 23.4% social rented, with 48.1% owner-occupied. Valuation Office records for the three small statistical areas named after Northolt bear out the three stages. In Northolt East, 62.5% of homes were built in the 1930s. In Northolt West the largest group, 28.2%, dates from 1955 to 1964, with another 20.0% from 1973 to 1982. In Northolt South, 41.3% went up between 1965 and 1982 and 21.6% since 2000 (Council Tax stock of properties, March 2025). The old village survives at the centre. Northolt Village Green has been a conservation area since 1969, with the 13th-century St Mary's Church above the green, and the Paddington Arm of the Grand Union Canal, open since 1801, runs along the south of the district.
What that means for certificates and repairs
- A quarter of households rent privately and both wards are in Ealing's selective scheme, so many jobs here are landlord jobs with licence conditions attached, including paperwork the council can ask for within 7 days
- Interwar semis near Northolt Park often still have a loft tank and a cylinder, or a combi fitted later with pipework left over from the old system, which is where slow leaks hide
- Racecourse Estate houses from the early 1950s have usually been modernised in stages, so we expect mixed wiring and mixed pipework rather than one original installation
- With 36% to 49% of homes in purpose-built blocks, a leak or a tripping circuit often involves a neighbour, a council or housing association freeholder, or communal pipework
- Affinity Water measured the Greenford/Northolt supply at 305 mg/l hardness in 2025, so limescale on shower valves, taps and combi heat exchangers is routine
- A third of Northolt West End households rent socially; council and housing association tenants should report repairs to their landlord, not book a private trade
Getting to you
From Kenton Lane we drive through Harrow and South Harrow and down Northolt Road, the A312, which runs straight into Northolt; it is about six miles and the time depends on the school run around South Harrow. Northolt Park and the streets off Mandeville Road are the first we reach, with the village, the Racecourse Estate and West End beyond them. Parking is easier than in Harrow, with one exception. Ealing's Zone NS around Northolt station runs Monday to Friday, 9am to 10am and 2pm to 3pm, and covers streets including Mandeville Road, Eastcote Lane, Church Road, Moat Farm Road and Kingsmead Drive.
Those short windows rule out an all-day stay on the street, so tell us if you have a driveway or a visitor permit. Northolt emergencies get a same-day visit in opening hours from Monday to Saturday, and on a Sunday we only take genuine emergency calls.
Neighbourhoods we cover in and around Northolt include Northolt Village, Northolt Park, Racecourse Estate, Northolt Mandeville and Northolt West End.

Northolt: common questions
Not answered here? Call 0203 667 1333 and ask.
Does my Northolt rental need a selective licence?
Probably, if it is a privately rented home let to one household. Ealing designated Northolt Mandeville and Northolt West End for selective licensing from 3 January 2023, using the pre-May 2022 ward boundaries. Check the address on Ealing's licensing pages, because the boundary is not the same as today's ward map.
What paperwork can Ealing ask a Northolt landlord for?
Under the selective licence conditions: a gas safety certificate from the last 12 months, a declaration that the electrical installation is safe, a test report for appliances you supply and a furniture safety declaration, each within 7 days of a request. Inspection records for the three visits a year are due within 28 days. We can supply the certificates and keep the dates in a diary for you.
I rent from Ealing Council or a housing association. Can I book you?
For repairs to your home, report them to your landlord first, because it is their responsibility and they will not normally pay for a private trade. If you own your flat on a council-built estate, or you want work done that is yours to arrange, such as fitting shelves or a new tap you have bought, we can help.
How far is Northolt from your office?
About six miles by road from 6 Station Parade on Kenton Lane, through Harrow and down Northolt Road. Northolt is further out than Harrow or Stanmore, so book planned work a few days ahead where you can. Emergencies are still attended the same day in opening hours, Monday to Saturday.
Is there parking trouble near Northolt station?
Only at set times. Zone NS covers streets around the station from 9am to 10am and 2pm to 3pm on weekdays. Outside those hours most Northolt streets are unrestricted, but on a long job we plan around the windows or use a driveway if you have one.
My house is near Northolt Village Green. Does that limit what you can do?
Repairs and like-for-like work inside are not affected. Northolt Village Green is a conservation area, so changes to the outside, such as replacement windows, doors or boundary walls visible from the street, are worth checking with Ealing's planning team before you commit.
Do you do landlord certificates in Northolt as well as repairs?
Yes. Gas safety records, EICRs, EPCs, PAT testing and legionella risk assessments are all available here. Because the selective licence asks for several of them on demand, it often makes sense to line them up in one visit.
