In short
Need an EPC for a Northolt property?
Yes, we assess homes across Northolt and lodge the certificate within 24 hours of the visit, and the price is fixed and agreed on the phone first. If you are applying for an Ealing selective or HMO licence, the council wants an EPC rated A to E with the application, so we often do this first.
The rating you get here depends heavily on which Northolt you own in. The published figures for the three Northolt neighbourhood areas are far apart, and the reasons are mostly to do with when and how each was built.
The full guide is on our Energy Performance Certificate (EPC) page, and everything else we do locally is under landlord certificates and repairs in Northolt.
EPC Certificates in Northolt: what is different here
Three Northolts, three very different EPC profiles
The ONS publishes EPC results for small areas called MSOAs, and the House of Commons Library names the three that cover most of Northolt. Up to March 2025, 35.9% of homes with an EPC in Northolt East reached band C or better, against 63.5% in Northolt West and 71.5% in Northolt South. The median scores were 65, 71 and 73, and band C begins at 69. So the typical Northolt East home sits in band D, while the typical home in the other two areas already scrapes into C.
The difference tracks the housing: more semis and terraces on one side, more flats and newer blocks on the others. Valuation Office records date 62.5% of Northolt East's homes to the 1930s, against 5.0% of Northolt South's, where 41.3% were built between 1965 and 1982.
Why an interwar semi near Northolt Park usually rates D
Across Ealing as a whole, only 19.4% of semi-detached houses with an EPC were at C or above, and the median semi scored 62. For homes built between 1930 and 1982, the borough figure is 44.2% at C and a median of 67. A semi off Mandeville Road or Belvue Road built between the wars has a lot of exposed wall, often a bay window, a suspended timber ground floor and a loft that may or may not have been topped up.
The assessor can only credit what can be seen or evidenced, so keep receipts or certificates for cavity fill, loft insulation and any newer boiler, and leave the loft hatch accessible on the day.
Ex-council flats: the windows and the loft are not yours
Plenty of Northolt flats on the post-war estates were bought under the right to buy and are now let privately. Under Ealing's leases, the window frames and the loft space belong to the council as freeholder. That matters for an EPC, because two of the usual improvements, new glazing and more loft insulation, are not yours to carry out on a council-owned block.
The flat still tends to score well, since flats in Ealing had a median of 74 and 70.1% were at C or above, but if yours falls short the realistic levers are inside the flat: heating controls, the hot water arrangement and lighting.
Canal-side new builds start near the top
Grand Union Village, the private development built this century around a marina on the Paddington Arm, and Engineer's Wharf, houses and flats set around a small wharf off the same canal, are a different job altogether. In Ealing, 96.9% of new dwellings with an EPC rated C or better and the median new-build score was 85, which is band B.
For these homes the question is usually only whether the developer's on-construction certificate is still within its ten years. If it is, you can let on it; if it has expired, a fresh assessment is quick.
Electric-only homes and what that does to the score
At the 2021 Census, 8.3% of households in Northolt Mandeville and 11.5% in Northolt West End heated their homes with electricity only, mainly in flats. On the EPC method, electric heating on a standard tariff costs more per unit of heat than mains gas, so the same flat can score several points lower than a gas-heated neighbour. If you have storage heaters, tell us the tariff and the age of the heaters before the visit, because the controls and the meter type both feed into the rating.
What the rating means for a Northolt landlord now
Today the legal floor for a new or existing tenancy is band E, with a spending cap of £3,500 including VAT before you can register an exemption. The government decided in January 2026 to require band C by 1 October 2030, with a £10,000 cap, and said an EPC rated C and issued before 1 October 2029 will stay valid for that purpose until it expires.
That rule is not yet law. For a D-rated semi in Northolt East, the useful step now is to know your score and which recommendations are achievable, so any work is done once. New-style EPCs are now expected in the second half of 2027.

Does Ealing want an EPC with a Northolt licence application?
Yes. Ealing lists an EPC rated A to E among the documents for a valid licence application, and an HMO needs one certificate for the whole property. Ealing says it will not accept individual EPCs for rooms, and its HMO standards say assessors who issue them will be referred to their accreditation body.
My Northolt semi rated D. Is that a problem?
Not legally at the moment, because the minimum for letting is E. It does mean you would have work to do if the band C requirement planned for 1 October 2030 becomes law. We can point out which of the report's recommendations are realistic for an interwar house of this type.
Can I improve the EPC on my ex-council flat by changing the windows?
Usually not on your own. In Ealing council leasehold blocks, the window frames are part of the structure and belong to the council, which replaces them across the block and recharges leaseholders. The handles, hinges and restrictors are yours, but the glazing upgrade is not a lever you control.
I bought a flat in Grand Union Village. Do I need a new EPC to let it?
Only if the existing one has expired or is missing. An EPC lasts ten years, so check the register for your address first. If the developer's certificate from completion is still valid, you can give your tenant that one.
Is there a conservation area in Northolt that limits insulation?
There is one, around Northolt Village Green, designated in 1969. Ealing's own documents disagree on whether an Article 4 direction applies there, so ask the planning team before changing front windows, doors or external walls. Internal improvements are not affected.
How fast can I have the Northolt EPC?
We lodge it on the national register within 24 hours of the assessment. If the property is about to go on the market, book the visit before the listing goes live, because a let property must have an EPC commissioned before it is marketed.
