In short

How do I get an EPC for a house or flat in Ruislip?

Ring 0203 667 1333 with the HA4 address. We search the register first, since many Ruislip homes already hold a certificate with years left on it. If yours has lapsed or is about to, an assessor visits from Kenton Lane and the certificate is lodged within 24 hours. The fee is fixed before the visit.

If the address is a shared house under Hillingdon's licence, say so on the call: the council's published conditions ask for the energy certificate to be on display in a communal part of the house.

The full guide is on our Energy Performance Certificate (EPC) page, and everything else we do locally is under landlord certificates and repairs in Ruislip.

EPC Certificates in Ruislip: what is different here

How Hillingdon's semis actually score

The Office for National Statistics analysed every certificate lodged for Hillingdon up to March 2022. The borough median score was 67, the top of band D. Split by property type, the picture is stark: only 17.4% of semi-detached houses and 20.3% of detached houses reached band C or better, against 35.2% of terraces and 64.9% of flats and maisonettes.

Homes built between 1930 and 1982 had a median of 64, and just 27.6% of them were C or above. That is the bracket most of Ruislip falls into. If you own a three-bedroom semi off Victoria Road or in Ruislip Gardens and it comes back as a D, it is sitting exactly where the borough's numbers predict.

Ruislip Manor terraces and parade flats start higher

Ruislip Manor has the highest share of terraced homes of the three HA4 wards, 46.5% at the 2021 Census, and a terrace shares two walls with its neighbours, so it loses less heat than a semi of the same age. Flats over the shops on the High Street and Victoria Road gain from the heated shop beneath and the flat or room above.

Those are the Ruislip homes most likely to already sit at C. The ones that struggle are end-of-terrace and semi-detached houses with a solid ground floor, an original loft hatch and a hot water cylinder with a thin jacket in the airing cupboard.

What a conservation area does to the improvement list

Ruislip Village and Ruislip Manor Way are both conservation areas. On a house there, wrapping the walls in external insulation counts as cladding, which falls outside householder permitted development in a conservation area, so it needs a planning application. Hillingdon has no Article 4 direction removing window rights in Ruislip as of October 2026, so replacement glazing that looks similar to the existing is usually permitted development on a house, though flats have no householder rights at all.

In practice the measures that move a Ruislip Village rating are inside the building: loft insulation topped up, heating controls, a better cylinder, low-energy lighting, and suspended floors insulated from below where there is a void.

Gas heating and the rating

Most of HA4 heats with gas. The 2021 Census recorded mains gas as the only central heating in 82.1% of Ruislip ward households, 86.0% in Ruislip Manor and 80.7% in South Ruislip. Electric-only heating was more common in South Ruislip, at 9.2%, mostly in flats. Under the current assessment method, a flat on old electric storage heaters can rate worse than a gas-heated house next door, so if your South Ruislip flat has panel heaters or night storage, expect that to dominate the recommendations page.

Leave out the boiler manual or any heating controls paperwork you have, because a recorded efficiency beats one the software assumes from the boiler's age.

Where the rules stand for a Ruislip let

A private let still needs at least band E today, and a landlord who cannot get there must register an exemption, with the current spending cap at £3,500 including VAT. The government announced in January 2026 that private lets should reach C, or an equivalent, by 1 October 2030, with a £10,000 cap, and said a C certificate issued before 1 October 2029 will stay compliant until it expires.

That is announced policy, not yet law. With so few Hillingdon semis at C, a landlord who plans to keep a Ruislip semi past 2030 should read the recommendations page carefully now rather than in 2029. The new style of certificate, built on the Home Energy Model, has been put back to the second half of 2027.

RAF Northolt postings and short notice lets

RAF Northolt sits on West End Road at the southern edge of HA4, and a let in Ruislip Gardens or South Ruislip taken by someone posted there can turn round on a posting date rather than the summer calendar. When a let has to be advertised this week, the energy certificate is usually the document missing. The visit itself is short for a flat and a little longer for a house, and lodging follows within 24 hours, so tell us the date the advert must go live when you book.

EPC Certificates in Ruislip: your questions

Not answered here? Call 0203 667 1333 and ask.

Why is my Ruislip semi only a D when I have double glazing?

Glazing is one input among many. In Hillingdon only about one semi in six reached C on certificates lodged up to March 2022, because walls, floor, roof and heating all count. A 1930s semi with cavity walls that were never filled, or a cylinder without proper insulation, will be held back even with new windows.

Can I fit external wall insulation to my house in Ruislip Village?

Not without planning permission. Cladding the outside of a house is not permitted development in a conservation area, and Ruislip Village and Ruislip Manor Way are both conservation areas. Internal measures, loft insulation and heating upgrades usually need no application.

My Ruislip flat over a shop has a certificate from 2017. Is it still valid?

Yes, until ten years from its lodgement date, provided you have not changed the flat so much that the old certificate misdescribes it. We check the register for you and only book a new assessment if it is needed or would help you advertise a better band.

Does my Hillingdon HMO licence change what I need?

The national rules are the same, but the conditions Hillingdon published with its additional licensing designation ask for the energy certificate to be displayed in a common area of the HMO, alongside the licence and the gas certificate. Keep a printed copy up in the hallway.

Can I let my Ruislip house if it rates F?

Not unless you register a valid exemption or improve it to E first. We tell you on the day which recommendations are realistic for the house, so you can decide before the tenancy rather than after a council letter.

Is South Ruislip's ex-council stock different for an EPC?

Often. Post-war council homes were built with different methods from the private semis around them, and some flats have electric heating. Bring any lease or right to buy papers that describe the construction, because they help the assessor record it accurately.
