In short
Who can do a landlord EICR in Ruislip, and how soon?
We inspect let houses and flats across HA4 from our Kenton Lane office, about six miles east. The inspection is a fixed fee agreed before we book, and the written report reaches you within 48 hours of the visit. Tell us if the property is an HMO, because Hillingdon's licence sets its own deadline for producing the report.
Any repair the report calls for is quoted line by line, and you choose who carries it out.
The full guide is on our Electrical Installation Condition Report (EICR) page, and everything else we do locally is under landlord certificates and repairs in Ruislip.
EICR Certificates in Ruislip: what is different here
Three generations of wiring in one HA4 house
Most Ruislip houses were built between the wars and have been rewired at least once, but rarely all at the same time. A typical inspection on a semi near Ruislip Manor station finds a modern consumer unit in the hall cupboard feeding circuits that were run in the 1960s or 1970s, plus a loft extension or a garage circuit added in the 2000s.
The older circuits are where the faults sit: thin earth conductors, sockets with no earth continuity, and lighting circuits with no protective conductor at all. In the few houses that have never been fully rewired, we still meet rubber-insulated cable that crumbles when touched, which is always coded as dangerous or potentially dangerous.
What Hillingdon's licence asks for, and when
The licence conditions Hillingdon published with its additional HMO designation require the holder to supply a periodic inspection report no older than five years, covering the whole installation, within 28 days of the council asking for it. The same conditions say Code 1 and Code 2 items must be put right within 28 days of the report. On top of that, the national 2020 regulations still apply: the report to tenants within 28 days, to the council within 7 days if it asks under those regulations, and written confirmation once repairs are done.
The penalty ceiling under the 2020 regulations has been £40,000 since 1 November 2025. For a small shared house in Ruislip, that means the report needs to be on file before anyone asks for it.
Flats above the parades
The 2021 Census counted 229 households across the three HA4 wards living in a commercial building, which in Ruislip mostly means over a shop on the High Street, Victoria Road or the parades around Ruislip Manor station. In those buildings the shop and the flat usually have separate supplies, but the meter positions vary, and sometimes the flat's intake sits in a cupboard at the back of the shop or in a shared stairwell.
We need access to the flat's meter and consumer unit, so check with the shopkeeper or the agent before the visit. If the shop is closed on the day, we may not be able to test the incoming supply and the report will say so.
Communal wiring in South Ruislip blocks
Purpose-built flats are 21.8% of homes in South Ruislip ward and many of them are former council blocks. In a block, a landlord's EICR covers the flat's own installation from the meter onwards; stairwell lighting, door entry and the landlord's supply belong to the freeholder and are inspected under their arrangements. If we see a problem on the communal side, such as a damaged cable cover on a landing, we note it separately so you can raise it with the freeholder or managing agent rather than pay for it yourself.
Fire alarms in Ruislip shared houses
Small HMOs in Ruislip are often 1930s semis converted to four or five letting rooms, with a mains-powered interlinked alarm system added at conversion. Hillingdon's conditions say the electricity feeding fire detection and emergency lighting must not be at risk of disconnection, and that alarms and lighting must be serviced annually.
The EICR checks that the alarm circuit is correctly protected and labelled. Annual servicing of the alarm panel is separate and needs its own record; we can tell you what we see, but the service sheet is a different document.
When the report is not satisfactory
A report only fails on a C1 or C2 item. Under BS 7671 Amendment 4, a further investigation note on its own no longer makes the outcome unsatisfactory, though if the report says investigation is required, the 2020 regulations still give you 28 days to get it done. On interwar Ruislip lets the usual C2 items are a missing main bonding conductor to the gas or water pipe, sockets outside without RCD protection, and a garage supply run through the garden without proper protection.
Each comes back to you as a separate priced line, so you can see the total before agreeing to anything.

How long does an EICR take on a 1930s Ruislip semi?
Allow most of a morning for a typical three-bedroom semi, longer if there is a garage, outbuilding or loft conversion on its own circuits. Flats are quicker. The written report follows within 48 hours.
My Ruislip HMO licence application asked for an EICR. Is one from four years ago acceptable?
Hillingdon's published conditions ask for a report from within the previous five years, so a four-year-old report can be acceptable if nothing major has changed. Check that its recommended re-inspection date has not already passed, because some reports set a shorter interval than five years.
Does an EICR on my flat above a Ruislip shop cover the shop's wiring?
No. It covers the flat's installation only. The shop's tenant or owner is responsible for theirs. We do need access to the flat's meter and board, wherever they are.
Will an EICR fail because my Ruislip house has an old fuse box?
Not by itself. An old board without RCD protection usually attracts a C3 recommendation or, depending on what it supplies, a C2. What fails a report is evidence of danger or potential danger, not age alone.
Is the EICR enough for my Hillingdon licence's alarm conditions?
No. The EICR covers the fixed wiring, including the alarm circuit's supply. The conditions also ask for the alarm system and emergency lighting to be serviced annually, which needs its own service record.
Can you inspect a Ruislip flat while the tenant is still living there?
Yes. Power goes off circuit by circuit for short periods during testing. We agree a time with the tenant and tell them in advance when the fridge, router and heating controls will be off.
