In short
Need a landlord EICR in Northolt?
We inspect and test Northolt rental properties and send the report within 48 hours; you know the fixed fee before anyone arrives. If the result is unsatisfactory, you get an itemised quote against each code. For an Ealing licence application the report must be under five years old and say Satisfactory, so timing matters.
Most of what makes a Northolt EICR different comes from Ealing's licensing schemes and from the split of responsibility in ex-council blocks.
The full guide is on our Electrical Installation Condition Report (EICR) page, and everything else we do locally is under landlord certificates and repairs in Northolt.
EICR Certificates in Northolt: what is different here
What Ealing asks to see, and how fast
An Ealing licence application is only valid with an electrical report dated within the last five years that states the installation is Satisfactory, and the council wants every page, not a summary sheet. Once licensed, a Northolt landlord must keep the installation in proper working order and can be asked for a declaration of its safety at any time, with seven days to reply.
The national regulations add their own deadlines: the tenant gets a copy within 28 days of the test, and any remedial work has a 28-day deadline as well. Because the council can ask on short notice, we send the report as a PDF that you can forward the same day it arrives.
An unsatisfactory report holds up the licence
A report that comes back with a C1 or C2 code is not Satisfactory, and Ealing will not accept it with an application. The practical order is test, repair, then certify the remedial work, and submit the original report together with the certificate that closes it. Under BS 7671 Amendment 4, an FI code on its own no longer makes the overall result unsatisfactory; if the report says further investigation is required, the 2020 regulations still give you 28 days.
Ealing's HMO standards are stricter in tone, saying Code 1 and Code 2 items must be addressed immediately, so do not leave them to day 27.
Right-to-buy flats: which wires are yours
Ealing's homeowners' handbook sets out the split for council leasehold flats, and it surprises people. Wiring that serves only your flat is yours even where it runs through the communal areas or the loft, and so are the fuses, the immersion heater and the extractor fans. The landing lights and the door entry system are the council's.
On an EICR for a flat on one of the Northolt estates, we test everything from your meter tails onwards, note any defect in a cable that leaves the flat, and say plainly if a problem sits on the council's side so you can report it to the communal repairs line rather than paying for it.
Shared houses: sockets, alarms and emergency lighting
Under the additional scheme running to 31 March 2027, every HMO in Ealing with three or more sharers needs a licence, and the council's April 2025 HMO standards bring the electrics into it. They expect four sockets in each bedroom and in the living room, more where there is no shared lounge, and white goods on their own sockets. Fire detection has to be mains-wired and interlinked: Grade D1, LD2 in a one or two storey HMO and Grade A, LD2 with a control panel at three storeys or more, with an installer's certificate.
Emergency lighting, where the escape route needs it, is certified to BS 5266. We note shortfalls against these alongside the EICR codes, because an inspector will look at both.
Interwar circuits, 1950s estate houses and newer flats
Northolt's stock gives three typical pictures on test. The late-1920s and 1930s houses north of Western Avenue usually show several generations of work on one board, and the inspection is about judging each circuit on its own merits. The Racecourse Estate houses of 1951 to 1955 have mostly been rewired at least in part, often in stages that left a few original lighting runs behind.
The canal-side blocks and newer flats generally test cleanly, and the common findings there are missing labels, damaged accessories after a tenancy, and a non-standard alteration in a kitchen.
Booking an EICR around a Northolt tenancy
If the tenant is in, ask them to clear the space around the consumer unit and warn them the power will be off in stages for part of the visit. If the house is between tenants, a void is the easiest time, and we can line up the EPC and gas check on the same day so every date on your licence file matches. Owner-occupiers are not bound by the five-year rule, though Ealing advises leaseholders who live in their flats to test every five to ten years.

Will Ealing accept an EICR with FI codes for my Northolt licence?
Ealing asks for a report under five years old that states Satisfactory. Under BS 7671 Amendment 4, an FI on its own no longer makes the outcome unsatisfactory, so a report with only FI items can still read Satisfactory. Any investigation the report says is required still has to be done within 28 days.
My tenant in Northolt has asked for the EICR. How long do I have?
If they are an existing tenant, you should already have given them a copy within 28 days of the inspection. A new tenant gets it before moving in, and a prospective tenant within 28 days of a written request. Ealing can ask for it within 7 days.
Does the EICR on my ex-council flat cover the landing lights?
No. In an Ealing council block, communal lighting and the door entry system belong to the council. We test your installation from the meter onwards, including any cable that serves only your flat even where it runs outside it.
My Northolt house is a five-person HMO. Is an EICR enough?
For the fixed wiring, yes, but the licence also needs the fire detection certificate and, if fitted, emergency lighting certificates, both renewed annually under Ealing's HMO standards. We point out on the report any gaps against the alarm grade Ealing expects for the number of storeys.
What is the fine if a Northolt landlord has no valid EICR?
Councils can impose a civil penalty of up to £40,000 under the Electrical Safety Standards Regulations, the maximum since 1 November 2025. For a licensed property, a missing or unsatisfactory report also puts you in breach of the licence conditions.
How soon after the test do I get the report?
Within 48 hours. Anything immediately dangerous is made safe on the day, and the remedial quote follows with the report, priced item by item against the codes so you can see what made it unsatisfactory.
