In short
Does my Wembley rental need an EICR?
Yes, if someone lives there as their home and pays rent: an inspection at least every five years. An in-date report that asks for no further work also covers a new tenancy, as long as the new tenant gets a copy before moving in. Brent adds its own deadlines, because its HMO conditions want the report within 28 days of a request.
We inspect at a fixed price confirmed before we attend and send the report within 48 hours. If it needs remedial work, we price each coded item separately so you can see which ones decide the result.
The full guide is on our Electrical Installation Condition Report (EICR) page, and everything else we do locally is under landlord certificates and repairs in Wembley.
EICR Certificates in Wembley: what is different here
All-electric flats around the stadium
Wembley Park is unusual for outer London. At the 2021 Census, 40.5% of households in the ward heated their homes by electricity alone, three times Brent's figure of 13.4%. An inspection in one of those flats spends more time on the heavier circuits: panel heaters or a heat pump cylinder, an induction hob, a washer-dryer and the immersion element. We check that each circuit's protective device matches its cable and load, and we look hard at balcony sockets and lights, where rain and condensation cause most of the trips we see in high-rise flats.
Fire-stopped walls and ceilings stay closed. Anything we cannot reach without breaking into them is agreed with you beforehand and recorded as a limitation, which is what the report is supposed to do.
Where your inspection stops in a managed tower
In a leasehold flat, the EICR covers the installation that serves your flat, normally from its own meter and consumer unit onwards. The rising mains, corridor lighting, the fire alarm panel, door entry system and the heat network's sub-station belong to the building and sit under the freeholder's own testing.
If we see a defect on the building's side, such as a damaged riser cover or a scorched meter tail on the supply side, we note it as an observation and give you wording to pass to the managing agent. It does not count against your flat's result.
What Brent's licences add to the five-year rule
The national rules give you seven days to send a copy of the report to the council after a written request and 28 days to finish remedial work, and the council can fine a landlord up to £40,000 for breaching them. Brent's conditions sit on top. HMO condition 30 requires a periodic report on the whole installation, no more than five years old, within 28 days of the council's demand, and Code 1 and Code 2 items fixed within 28 days of the report.
Selective condition 8 requires a declaration on demand that every electrical installation is safe. Brent's designation 2 runs until 3 March 2029 and covers Tokyngton, Preston, Barnhill, Wembley Central and Wembley Hill, while Wembley Park ward sits outside it. Since 2 February 2026, a flat in a Wembley Park tower shared by three or four people from different households needs an additional HMO licence, so condition 30 reaches those flats too.
Interwar wiring on Barn Hill and in Tokyngton
Barn Hill's first roads were built between 1926 and 1929, and most of the semis in Tokyngton and around Preston Road followed in the 1930s. Most have been rewired since they were built, but often decades ago, and later kitchens, loft rooms and garage supplies were added piecemeal. Typical findings are an older consumer unit without RCD protection on every circuit, bonding missing to the incoming water or gas pipe, and a garden or garage circuit run in the wrong cable.
Under BS 7671 Amendment 4, an FI code on its own no longer makes the overall result unsatisfactory; if the report says further investigation is required, the 2020 regulations still give you 28 days.
Converted houses along Wembley High Road
Roughly one Wembley Central household in ten lived in a house converted into flats or rooms at the 2021 Census. In those buildings the hallway lights, smoke detection and door entry are often fed by a separate landlord's supply. Each flat's tenancy needs its own report, but whoever holds the licence for the building should have that communal supply inspected as well, because Brent's HMO condition 30 asks for a report on the whole of the electrical installations in the house.
Brent's additional scheme also reaches some converted blocks where more than a third of the flats are let on short leases, so check which licence covers yours before you book.

EICR Certificates in Wembley: your questions
Not answered here? Call 0203 667 1333 and ask.
Does my Wembley Park flat's EICR cover the building's risers and corridor lights?
No. Those belong to the freeholder and are tested under the building's own arrangements. Your report covers the installation inside your flat from its consumer unit outwards. We note anything obviously wrong on the building's side so you can report it to the managing agent.
Brent has asked for my EICR. How long do I have?
Under the national regulations, seven days from the council's written request. Brent's HMO condition allows 28 days for its own demand, but the shorter national deadline still applies, so send it within seven days. If your report is out of date, book the inspection straight away and tell the council it is arranged.
Do I need a new EICR every time the tenant changes?
No, if the last report is still in date and asked for no further work. GOV.UK's guidance says there is no requirement to test again before re-letting, though it recommends a visual check between tenancies. Give the new tenant a copy of the report before they move in.
Does a short let to stadium visitors need an EICR?
The 2020 regulations apply to tenancies where the tenant lives in the property as their only or main residence and pays rent, so a short let to event visitors usually falls outside them. Insurers and booking platforms may still ask for evidence of electrical safety, and an inspection is the usual way to show it.
My Tokyngton house report has an FI code. Has it failed?
Not on that code alone. Under Amendment 4 of BS 7671, an FI means further investigation is advised and does not make the result unsatisfactory by itself. A C1 or C2 still does. If the report says investigation is required, do it within 28 days.
Will the tenant lose heating during the inspection of an all-electric flat?
Each circuit is switched off only while it is tested, so heating and hot water go off in turns rather than for the whole visit. Tell us about a fridge, freezer or medical equipment when you book and we will plan the order around it.
Can you inspect a Wembley flat while the tenant is at work?
Yes, if the concierge or your agent can let us in and the building allows contractors in that slot. We send the report within 48 hours and photos of anything coded, so you do not need to be there.
