In short
Does a Wembley landlord have to PAT test?
No law sets a testing interval for private lets. Brent's licences are what change it: an HMO application needs a declaration that supplied appliances are safe, and both HMO and selective licence holders can be asked for appliance test reports within 14 days. We test at a fixed price confirmed first and leave the register on the day.
Send us a rough count of appliances and whether the let is furnished, and we confirm the price before we come.
The full guide is on our PAT Testing (Portable Appliance Testing) page, and everything else we do locally is under landlord certificates and repairs in Wembley.
PAT Testing in Wembley: what is different here
What Brent asks for at an HMO application
Brent's HMO condition 11 is specific. The licence holder must declare at the point of application that supplied appliances are safe and in good working order, and must send the council a PAT report within 14 days if asked. Since 2 February 2026 that applies to homes let to three or four people from two or more households anywhere in Brent, as well as to the larger HMOs that already needed a mandatory licence.
In Wembley the change matters most in the towers. Wembley Park ward has no selective licensing, but a two-bed flat near the stadium let to three sharers now needs an additional licence, and the declaration comes with it.
Selective licence lets in Tokyngton, Preston and Wembley Central
For an ordinary family let outside Wembley Park ward, whether it is a semi on Barn Hill, near Preston Road or in North Wembley, or a flat in Wembley Hill, Brent's selective condition 8 requires supplied appliances to be kept safe and a declaration of their safety on demand, with test reports within 14 days if the council asks. Condition 9 asks for a similar declaration on furniture.
None of this sets a date, but a declaration is only as good as the evidence behind it, and a dated register with a result for each item is what most landlords produce. Designation 2 covers the wards from Wembley Central to Northwick Park, near the hospital on Watford Road, until 3 March 2029.
Furnished flats in a build to rent district
Wembley Park ward had 61.9% of its households renting privately at the 2021 Census, and much of the newer stock is let furnished. A furnished one-bed near Wembley Park station can easily hold twenty or more items once the kettle, toaster, microwave, lamps, vacuum, iron, hairdryer and TV are counted.
Integrated appliances are tested where their plug can be reached behind a unit or in an adjacent cupboard; if one is wired into a fused spur, it belongs to the fixed installation and is covered by the EICR instead. We note which is which on the register.
Short lets between stadium events
Homes in Greater London can be let for short stays for up to 90 nights in a calendar year without planning permission, and Wembley's event calendar is the obvious reason to do it here. A short let has more users per year than an ordinary tenancy, and guests use irons, hairdryers and extension leads harder than a long-term tenant would.
HSE's guidance is that testing frequency should follow risk and use rather than a fixed rule. For a busy event let, a yearly test with a quick visual check of leads and plugs between bookings is a sensible pattern.
Why 14 days is tight for a Wembley shared house
When Brent asks for a test report, the clock starts on the date of its request, and a converted house near Ealing Road or Wembley High Road can hold several kitchens' worth of kit: a microwave and kettle per household, fridges, a washing machine, communal heaters and lamps in each room. Booking a tester, getting into every locked bedroom and producing the paperwork inside two weeks is achievable, but only if the tenants cooperate at short notice.
A register already on file removes that pressure. We list each item by room, so when a tenant moves out and takes a lamp with them, the register shows it was theirs to take.

PAT Testing in Wembley: your questions
Not answered here? Call 0203 667 1333 and ask.
Does a shared flat in a Wembley Park tower need PAT testing for its Brent licence?
If three or more sharers from two or more households live there, it needs an additional or mandatory HMO licence, and the application asks for a declaration that the appliances you supply are safe. Brent can then ask for the PAT report within 14 days, so having a current register before you apply saves time.
How often should I test the appliances in a Wembley short let?
There is no fixed legal interval. HSE says frequency should depend on how the equipment is used. Event lets see heavy use, so a yearly test suits most of them, plus a visual check between guests for damaged plugs and frayed leads.
Do integrated appliances in a new-build kitchen get tested?
Yes, if they plug into a socket we can reach. Appliances wired into a fused spur are part of the fixed wiring and are covered by the EICR rather than the PAT register. We record which items are which so the paperwork is clear.
Do my tenants' own appliances need testing?
No. Brent's conditions and the safety declaration cover appliances you supply. Tenant-owned items are their responsibility, though we can test them at the same visit if the tenant asks.
Can you test in a Wembley flat on a stadium event day?
If the property is inside the event day parking zone, we usually book another day, or come early if a visitor event permit is available. Testing a furnished flat rarely needs a full day, so moving the slot is easy.
What do I get after a PAT visit in Wembley?
A pass or fail label on every item, a certificate and a register listing each appliance and its result, all on the day. Failed items are labelled and we tell you why, which is what Brent would expect to see behind a safety declaration.
