In short

Do Kenton landlords need PAT testing?

Yes, if you supply appliances and your Kenton let sits on the Brent side, because Brent's licences let the council ask for test reports.

EliteShires Property Services is based on Kenton Lane and tests lets in HA3 and HA9 on both sides of the borough line. You tell us how many items you supply and we fix the price before the visit. The certificate and the itemised register are yours on the day. On the Harrow side, only licensed HMOs have a council condition, and it asks for a safety declaration rather than test reports.

The full guide is on our PAT Testing (Portable Appliance Testing) page, and everything else we do locally is under landlord certificates and repairs in Kenton.

A faulty socket or supply found on the day is passed to our electricians in Kenton, priced before any work.

We attend in and around Kenton, including South Kenton, Northwick Park and Preston Road.

PAT Testing in Kenton: what is different here

Which side of Kenton Road asks for PAT reports by name?

Brent's side of Kenton Road does: Brent's conditions for mandatory and additional HMO licences say a Portable Appliance Test report must reach the council within 14 days if it asks. They also want a declaration about appliance condition when you apply. Since February 2026, Brent's additional licence covers smaller shares of three or four people across the borough. So a house share in Kenton, Northwick Park or Preston wards carries a PAT-report condition in plain words.

Fourteen days is not long if testing has not been done. It means finding a slot, getting tenants to agree access and possibly replacing a failed item. Testing before you apply avoids that scramble. It also gives you a register that answers the request the same day it arrives.

Can Brent ask a single-family Kenton landlord for test reports?

Yes, Brent can ask a single-family Kenton landlord for test reports if the house is licensed under Brent's selective scheme. That scheme covers the Kenton, Northwick Park and Preston wards. Its condition on electrical appliances says supplied items must be kept safe. It adds that test reports on their condition must be sent to the council within 14 days when requested. That reaches an ordinary family let with a landlord's fridge and washing machine, not just shared houses.

Preston is the busiest rental ward on that side, with 37.1% of households renting privately at the 2021 Census. More than a third of its homes are purpose-built flats. A register listing every item, its label number and the test date is what a Brent officer can actually read.

Why is the Harrow side of Kenton lighter on appliance paperwork?

The Harrow side of Kenton is lighter on appliance paperwork because Kenton East and Kenton West sit outside Harrow's selective licensing scheme. There, council conditions only reach licensed HMOs. Harrow's HMO standards require supplied appliances to be safe, and its published guidance asks for a declaration of their safety. They do not name PAT or set an interval. That leaves most Harrow-side lets under the ordinary duty to supply safe goods.

The two wards also differ. Kenton East had 31.8% of households renting privately in 2021, with more terraces and converted flats. At the same Census, 74.8% of Kenton West households were owner-occupiers. A landlord there may only supply a cooker and a fridge. We say so when testing two items is all the job needs.

How do Kenton landlords with homes in both boroughs keep the paperwork straight?

Kenton landlords with homes in both boroughs keep the paperwork straight with one register per address, each marked with its council. A portfolio that runs from Kenton Lane to Preston Road can easily straddle the line. A Brent-licensed flat needs reports ready inside 14 days. A Harrow HMO needs a safety declaration, which a test record supports, and an unlicensed Harrow let simply needs safe appliances.

Mixing them up is how a landlord ends up sending the wrong file. We put the address, council and licence type at the top of every register, with retest dates per item. You can then see what falls due before each tenancy starts. If your EICR or gas check is due around the same time, we can line those up for the same visit.

PAT Testing in Kenton: your questions

Not answered here? Call 0203 667 1333 and ask.

Brent's letter gives me 14 days to send appliance reports. Can you test in time?

Call us as soon as the letter arrives, and tell us the deadline and how many items you supply. If we can fit the visit in before the deadline, the certificate and register are issued on the day, ready to send. If we cannot, we will say so at once so you can ask Brent about the timescale.

My Preston ward flat is let unfurnished apart from a fridge. Does Brent's condition still apply?

The condition covers appliances you make available, so a single landlord fridge counts. A licensed flat could be asked for a report on it. That is a very short visit. If you would rather the tenant supplied their own fridge, there would be nothing of yours to test. That is a fair choice to make before the tenancy starts.

Does a Kenton East house let to one family need anything from Harrow on appliances?

Not from a licence, because Kenton East is outside Harrow's selective scheme. The general duty still applies: anything you supply must be safe. Testing at the start of each tenancy is a sensible way to show that. If the house is let to sharers and needs an HMO licence, Harrow's declaration requirement applies.

Can you test the shop and the flat above on a Kenton Road parade?

Yes, on one visit with two separate registers. The flat is a landlord matter. The shop falls under workplace rules, where HSE says annual testing is not a legal requirement and low-risk kit may need only visual checks. We set retest dates to suit how each item is used.

Are plug-in heaters part of the test in a Kenton house share?

Electric heaters you supply are tested like any other appliance. Bottled-gas or paraffin heaters are not electrical, and Harrow's HMO standards ban them in licensed shares. On the Brent side, HMO conditions expect a fixed heating system, so portable heaters should only ever be a back-up. We will note any we find.
