Neither Brent's nor Harrow's licence conditions mention legionella: Brent's 2023 selective licence conditions, Brent's November 2025 HMO conditions and Harrow's published HMO standards contain no legionella or water-hygiene condition (checked October 2026). Brent's HMO amenity standards require a constant supply of hot and cold water to every bath, shower and basin, and Harrow's wording is close to that. Both are about supply, not bacteria.
On the Brent side of Kenton Road, selective licensing covers Kenton, Northwick Park and Preston wards, yet the licence still does not ask for an assessment. On the Harrow side, Kenton East and Kenton West sit outside Harrow's selective scheme. Either way the duty comes from health and safety law. Why does scale come up in a Kenton assessment?

My Kenton let is on the Brent side. Is the legionella duty different from the Harrow side?
No. The duty is the same on both sides of Kenton Road, because it comes from health and safety law rather than from either council. What differs is licensing, since Brent's selective and HMO schemes carry their own conditions on gas and electrics. We note the council on the assessment so it files neatly with the rest of your licence paperwork.
Should my Kenton tenant descale the shower head, or is that my job?
Ask the tenant to do it, and put the request in writing. HSE says tenants should be advised to clean and disinfect shower heads regularly. With water this hard, that means soaking the head in descaler first, or the disinfectant cannot reach the surface underneath properly. The last owner fitted a combi but left the old tank in the loft. Is that a risk?
It can be, if it is still connected. A drained, disconnected tank is just an empty box. One still fed from the mains, or pipework that now leads nowhere, holds water that never moves. We check what is live, mark any dead legs on the written assessment, and suggest a plumber removes them. It is a small job that takes a risk off the list.
