That covers an ordinary furnished flat in Greenhill, Marlborough, Wealdstone North or South, Roxeth, or Edgware ward in HA8. These are busy rental wards. At the 2021 Census, 47.5% of Greenhill households rented privately.
In Marlborough, 26.5% lived in a converted or shared house, about four times the borough share. Converted houses tend to come with landlord-supplied fridges, cookers and washers in every unit. The condition does not say "PAT certificate". Even so, a test record is the plainest way to show the council your declaration was true when you made it.

Not in the published standards we have read. They require supplied appliances to be safe, a safety declaration, and operating instructions for tenants. Your own licence is the final word, so check the conditions attached to it. We set retest dates per item on the register based on how hard each appliance is used.
What should go in the instructions file for a Harrow HMO kitchen?
