In short
Do you cover Wembley for landlord certificates and repairs?
Yes. From our Kenton Lane office, about four to five miles away by road, EliteShires Property Services covers HA9 and HA0 for landlord certificates, from EICRs and EPCs to gas safety records, and for plumbing, electrical and handyman repairs. What shapes most Wembley jobs is the building: a managed tower near the stadium needs a different plan from a Tokyngton semi, so we ask first.
Certificates are a fixed fee agreed before the visit, and repairs are charged by the hour at a rate you agree first. Urgent call-outs reported in our Monday to Saturday hours are attended that day, and Sundays are for emergency calls only. On a stadium event day we book around the road closures rather than through them.
Trades have their own Wembley pages: plumber in Wembley, electrician in Wembley and handyman in Wembley.

Letting in Wembley
If you let property in Wembley
Brent runs three licensing schemes, and Wembley sits across two of them in an unusual way. Brent's selective licensing designation 2 has covered 18 wards since 1 April 2024 and runs to 3 March 2029. It includes Wembley Central, Wembley Hill, Tokyngton, Preston, Barnhill, Alperton, Sudbury and Northwick Park, so most ordinary lets in HA9 and HA0 outside the stadium area need a licence. Wembley Park ward is the one exception: Brent excluded it because it did not meet the criteria for designation. Separately, Brent's additional HMO licensing has applied to the whole borough since 2 February 2026, for homes let to three or four people from two or more households, and the council's page says it also reaches some converted blocks and HMOs inside purpose-built blocks of three or more flats.
That means a shared flat in a Wembley Park tower can need a licence even though the ward has no selective scheme. HMOs of five or more people need a mandatory licence anywhere in Brent. Brent's selective conditions ask for the gas safety certificate and appliance test reports within 14 days of a request, and its HMO conditions ask for a PAT report on the same timescale. (Checked against Brent Council's website, October 2026.)

Local knowledge: Wembley
Wembley housing stock
Wembley is really two housing markets sitting side by side. Around the stadium, Quintain has been rebuilding Wembley Park since it acquired the land in 2002, under a masterplan for 8,500 homes, and says the estate is on track to become the largest single build to rent site in the UK. At the 2021 Census, 98.2% of households in Wembley Park ward lived in a purpose-built block of flats and 61.9% rented privately, against 36.0% across Brent. Shared ownership, at 5.4%, was also well above the borough figure. Outside that ward the picture changes quickly.
Tokyngton ward had 56.3% of households in semi-detached houses in 2021, and Preston ward, running up towards Kenton, had 43.2%. North of Wembley Park station, the Barn Hill estate was bought for building in 1923 by Haymills, and its first roads, Corringham Road and Barn Rise, were laid out between 1926 and 1929 in a mock-Tudor style with leaded casement windows. Wembley Central and Wembley Hill wards are mixed: roughly a third purpose-built flats, a quarter to a third semis, and about one household in ten in a house split into flats or rooms.
What that means for certificates and repairs
- In the Wembley Park blocks, much of the plumbing and wiring that serves a flat sits in risers and ceiling voids owned by the building, so the managing agent's permission and permit-to-work rules decide what can be opened up on the day
- A large part of the Quintain estate draws its heat from a shared district network rather than a gas boiler in each flat, which changes who is responsible for a cold radiator and what a gas safety record covers
- Flat entrance doors in blocks over 11 metres are fire doors that the building's responsible person has to check, so a new lock, letterbox or spyhole needs the right fire-rated parts
- The interwar semis in Tokyngton, Preston and Barn Hill bring older consumer units, altered kitchens and stored hot water, the familiar mix of faults in 1920s and 1930s houses
- Every Wembley ward except Wembley Park sits in Brent's selective licensing scheme, and Brent's licence conditions set 14-day deadlines for producing safety paperwork, so records matter as much as repairs
- Wembley's mains water is hard, at 295 mg/l in Affinity Water's 2025 report for the zone, which shortens the life of shower valves, taps and immersion elements
Getting to you
From 6 Station Parade we go down Kenton Lane, along Kenton Road and south on Preston Road, which brings us past Preston Road station into Wembley Park. Wembley Central and the High Road are a few minutes further. Preston Road, Barn Hill and North Wembley are the closest parts of the town to us. Parking is the part that needs planning. On stadium event days, when up to 90,000 people can attend, only permit holders may park in the Wembley event day zone. Restrictions run 8am to midnight on the main routes and generally 10am to midnight in residential streets outside controlled zones, and unpermitted vehicles can be ticketed or removed.
Residents in the zone but outside a controlled parking zone can buy up to two paper visitor permits for event days, so if you have one, keep it for us. On other days, many Wembley Park blocks have a concierge desk, and the concierge usually decides where a trade van can wait. For a skip or a long job in a controlled bay, Brent needs a suspension application at least seven working days ahead.
Neighbourhoods we cover in and around Wembley include Wembley Park, Wembley Central, North Wembley, Tokyngton, Preston Road, Barn Hill and Wembley Hill.
Nearby areas we cover: Kenton, Harrow, Northolt and Colindale.

Wembley: common questions
Not answered here? Call 0203 667 1333 and ask.
Do you work in the Wembley Park towers?
Yes, regularly. Before we come, tell us the building name, the concierge or managing agent contact and any permit-to-work rules, and book the loading bay if the building uses one. Many blocks only let contractors in during set hours and want insurance details in advance, so a little paperwork the day before saves a wasted visit.
Does my Wembley rental need a Brent licence?
Probably, unless it is in Wembley Park ward. Brent's selective scheme covers Wembley Central, Wembley Hill, Tokyngton, Preston, Barnhill and the other designation 2 wards until 3 March 2029. In Wembley Park ward an ordinary single-household let needs no selective licence, but a flat shared by three or more people from two or more households needs an additional or mandatory HMO licence anywhere in the borough.
Will a stadium event stop you getting to me?
It changes when we come rather than whether. We check the Wembley event calendar when we book, and if your street is inside the event day zone we either finish before the restrictions start or move the visit to another day. For an emergency on an event day, call and we will tell you honestly what is possible.
Who fixes a leak in a Wembley Park flat: me or the building?
It depends where the leak starts. Pipework, taps and appliances inside your flat are normally the leaseholder's or landlord's; risers, communal mains and the heat network plant are usually the building's. We trace the source first, photograph it and put that in writing, which is what the managing agent will ask for.
Is Wembley's water hard?
Yes. Affinity Water's 2025 report for the Wembley supply zone gave total hardness of 295 mg/l as calcium carbonate, and the Drinking Water Inspectorate classes 200 to 300 as hard. Expect limescale on shower heads, thermostatic cartridges and kettle elements, and in any hot water cylinder.
Can I replace the windows on a Barn Hill house?
Check with Brent first. Barn Hill was designated a conservation area in 1990, and part of the estate has had an Article 4 direction since 1995, which brings changes such as window replacement under planning control. The original leaded casements are one of the features the council's appraisal singles out, so repair is often the easier route.
Do you cover HA0 as well as HA9?
Yes. Wembley Central, Wembley Hill, Sudbury and Alperton in HA0 are all covered, alongside Wembley Park, Tokyngton, Preston Road and North Wembley in HA9. Brent's selective scheme covers every one of those wards except Wembley Park, so tell us the ward if you are booking certificate work.
