In short
Do I need PAT testing for a rented home in Ruislip?
A Ruislip house let to one household has no legal PAT requirement, only the general duty to keep supplied appliances safe. A shared house licensed by Hillingdon is different: the council's conditions say a PAT report must reach it within 14 days of being requested. We label each item and hand over the register at the visit.
Give us an approximate appliance count on the phone; the fixed fee is based on it and agreed before anyone travels to HA4.
The full guide is on our PAT Testing (Portable Appliance Testing) page, and everything else we do locally is under landlord certificates and repairs in Ruislip.
PAT Testing in Ruislip: what is different here
Hillingdon's licence wording
Hillingdon's conditions for its licensed HMOs, published with the additional licensing designation that started on 24 August 2026, go further than many councils. They ask for a declaration on the condition of supplied electrical appliances at the point of application, test reports on those appliances within 14 days on demand, and a Portable Appliance Test report within 14 days on demand.
A landlord who has never tested has no report to send. If you applied for a small-HMO licence in Ruislip this summer and signed the appliance declaration, the register we leave is the paper trail that supports what you signed.
What a furnished Ruislip shared house usually contains
A four or five room HMO in a converted semi typically has a shared kitchen with a fridge freezer, microwave, kettle and toaster, a washing machine, a vacuum cleaner for the common parts, and in each bedroom a lamp and perhaps a heater or a television. Each one you supply is in scope; anything the tenants brought is theirs.
We label every item, record its location, and leave a register you can hand to the council, the agent or a new tenant. Items that fail are labelled and taken out of use with your agreement, and the register says so.
Lets tied to RAF Northolt postings
RAF Northolt is on West End Road, close to Ruislip Gardens and South Ruislip. A tenant on a fixed posting there may arrive with a suitcase rather than a van, which makes a fully furnished let the natural offer in that corner of HA4. A furnished let carries more of your own appliances than an unfurnished one, so it is the type of Ruislip property where a test record does most work.
A register dated before the tenant moves in is a clear record of what was handed over and in what condition.
Studios and flats over the parades
Furnished studios and one-bedroom flats above shops on the High Street, Victoria Road and by Ruislip Manor station are common first lets in HA4. Space is tight, so the appliances often sit on extension leads and multiway adaptors. We test leads and adaptors as appliances, and we will tell you if a flat is relying on daisy-chained leads because there are not enough sockets.
That is a question for an electrician rather than a PAT fix, and it often shows up again on the next EICR.
Timing around Hillingdon's application window
Hillingdon opened applications for its small-HMO licence on 20 May 2026 and asked for them by 23 August 2026, the day before the scheme took effect. A Ruislip landlord who applied in that window signed the appliance declaration then, and the council can now ask for the test report behind it at any point in the five-year licence. Booking a retest for the anniversary of your application keeps the dates easy to remember and gives you a current register whenever the council writes.
How often for a Ruislip let
No statute fixes a retest date for a private let in HA4. HSE's guidance is that the frequency should depend on the type of appliance and how it is used. In practice Ruislip HMO landlords tend to test once a year because Hillingdon can ask for a current report at short notice, while single-household furnished lets are often tested at each change of tenant. We can book the test alongside the annual gas check so the tenants have one visit rather than two.

Does Hillingdon require PAT testing for every rented house in Ruislip?
No. We found no Hillingdon selective licensing as of October 2026, which leaves a family let in Ruislip outside any council licence and its PAT wording. The PAT wording applies to licensed HMOs, under the conditions the council published with its additional licensing scheme.
I let my Ruislip house unfurnished. Is there anything to test?
Only appliances you provide. An unfurnished let often still includes an oven, hob, extractor or washing machine supplied by the landlord. A hob or oven hard-wired to its own circuit is looked at during the electrical inspection; anything with a plug goes on the PAT register.
How quickly can I get a PAT register for a Hillingdon licence request?
The test and register are done on the same visit. Hillingdon's published conditions allow 14 days from a demand, so book as soon as the council's letter arrives.
Can you test the tenants' own appliances in my Ruislip HMO?
We can if the tenant asks and the landlord agrees, but they are not your responsibility under the licence. The register makes clear which items are the landlord's and which are not.
What fails a PAT test in a Ruislip let?
Damaged flexes, cracked plugs, wrong fuses, failed earth continuity on metal-cased appliances and poor insulation readings. Kettles, toasters and vacuum cleaners in shared kitchens fail most often because they get the hardest use.
Do you need to switch everything off during the test?
Each appliance is unplugged for a minute or two while it is tested. We do the fridge freezer last and plug it straight back in, and we ask tenants to save work on any computer before we test its lead.
