In short
Can you inspect my Pinner rental for an EICR?
Yes. One of our registered electricians makes the four-mile trip from Kenton Lane, tests the wiring, board and circuits, and emails the written report inside 48 hours. For most HA5 lets, the five-yearly national cycle is the only rule, since Harrow's selective scheme stops short of every Pinner ward, and of North Harrow and Rayners Lane wards too. Licensed shared houses carry extra conditions, explained further down.
We quote one figure for the inspection, based on how big the installation is, before anyone visits. Any repairs it calls for are priced separately, item by coded item.
The full guide is on our Electrical Installation Condition Report (EICR) page, and everything else we do locally is under landlord certificates and repairs in Pinner.
EICR Certificates in Pinner: what is different here
Why a detached Pinner house takes longer to test
Circuit count, mostly. Detached homes house nearly three in ten households in Pinner ward, which includes Pinner Green and Pinner Hill, and over a third in Hatch End, so a typical HA5 inspection covers more than the two-bed flat most price guides assume: a ring for each floor, a kitchen extension on its own circuit, an en suite in the loft, garden lighting, an outside socket, and often a cable to a studio or workshop at the end of the garden.
Every circuit fed from the main board is tested, outbuildings included. Where a house has been extended in stages, the board tends to hold circuits added by different electricians over several decades, and labelling is usually the first casualty. We trace and label as we go, and the report records anything we could not reach. A garden building with its own sub-board adds time, so mention it on the phone, and let tenants know the power goes off in stages.
Flats above the village shops: where the flat's installation starts
Sixty-two Pinner ward households were counted in 2021 as living in commercial buildings; around the High Street and Bridge Street, that describes the rooms above the shopfronts. For an EICR, the first question is where that flat's installation begins. Normally the flat has its own supply and meter, and the flat's landlord answers for everything from that meter onward. The shop's installation, and often the lighting on a shared rear staircase, belong to whoever owns or leases the commercial part.
We test what serves the flat and note the boundary on the report, so a later query about the stair light or the shop's board is easy to settle. The flat's meter and main switch are often in the shop or a rear store, so we need a key holder or a slot within shop hours.
Pinner's managed blocks: your circuits and the freeholder's
Blocks of flats account for 29.3% of homes in Pinner ward. Where one flat in a block is let, its owner answers for the wiring from the flat's own consumer unit onward. Corridor lighting, the entry phone, any shared alarm panel and the rising supply cables are the freeholder's, and their testing is booked by the managing agent.
What we inspect and report on is the flat. If we see something communal that concerns us, such as a damaged riser cupboard or an exposed meter tail, we write it up separately for you to pass on. The agent may also know when the building's supply was last renewed, which is worth asking before the visit.
Listed timber-framed buildings: inspecting and then repairing
An inspection and test alters nothing, so it should not normally raise a consent question. The remedial work is where Pinner's listed buildings differ. Under Harrow's listed building guidance, consent covers interior as well as exterior alterations wherever the historic character is touched, and fresh cable runs over exposed timbers or through early plaster may count. When we code an observation in a listed building, the remedial quote explains how we would make the fix with the least intrusion, for example reusing an existing route or replacing a board in its current position, and flags anything that might need consent.
The 28-day period for remedial work still runs, so speak to Harrow's conservation team as soon as the report arrives. The Pinnerwood Park estate raises a similar question for the outside of a house: a remedial that moves a meter box or adds a fitting to the front of a core-road house can become a planning matter under its Article 4 direction, so we look for an internal route first.
Pinner HMOs: what Harrow's licence conditions add
Once a Pinner house holds five or more sharers from more than one household, Harrow's mandatory licence applies, and with it the council's standards document, last revised in May 2020, which is bound into every HMO licence. On electrics they ask for a periodic inspection report covering the whole installation, carried out by a competent electrician (the document names NICEIC, ECA and NAPIT as preferred), no more than five years old or newer if the engineer recommends a shorter interval.
Anything marked as urgent is expected to be put right inside four weeks. A house of three or four sharers can need a licence again from 6 January 2027, when Harrow's new additional scheme begins; its first scheme lapsed on 5 August 2026, and the council already accepts applications for the new one. Converting a family home to that kind of sharing has also needed a planning application since 12 June 2026.

EICR Certificates in Pinner: your questions
Not answered here? Call 0203 667 1333 and ask.
What does Harrow expect on electrics for an unlicensed Pinner house?
The national duty only: a fresh report no later than five years after the last, fixes completed inside 28 days, and the report handed to the council within a week if it asks. Since November 2025 a breach can cost up to £40,000. For an Eastcote address on the Hillingdon side, the council in question is Hillingdon.
Is the cable to my garden office part of the inspection?
Yes, if it is fed from the house. The supply cable, its protection at the house end and the circuits inside the outbuilding are all inspected. Tell us about it in advance so the visit allows for it.
Who tests the landing lights in my Pinner block?
The freeholder does, normally via the managing agent. Your own report stops at your flat's installation, but if a communal fitting looks dangerous we write it down for the agent.
My let is a flat above a Pinner shop. Can you test it out of shop hours?
Only if we can reach the flat's meter and main switch. Those are often in the shop or a rear store, so arrange a key holder or book while the shop is open.
Will my Pinner EICR need uploading anywhere?
Very likely, during 2027. The planned national register of rented homes gives London a window running from mid-July to mid-October 2027, and the electrical report is one of the documents it asks for. The scheme is still in draft.
Does the 28-day remedial deadline pause while I seek listed building consent?
Nothing in the 2020 regulations pauses it. Start the conversation with Harrow's conservation team as soon as the report arrives, and ask us for a remedial method that avoids altering historic fabric wherever it can.
