In short
Do you cover Pinner for landlord certificates and repairs?
Yes. EliteShires Property Services carries out EICRs, gas safety checks and EPCs across HA5, and sends plumbers, registered electricians, handymen, decorators and carpenters for the repairs, from Pinner village and Pinner Green to Hatch End and Rayners Lane. We drive over from Kenton Lane, about four miles away. The thing that most often changes a Pinner job is a conservation area: Harrow lists 13 under Pinner, several with Article 4 directions.
Certificates and defined jobs get one fixed price, confirmed before anyone visits. Repairs go by the hour, with the rate and an estimate agreed first. An emergency gets a same-day visit during opening hours from Monday to Saturday, and on Sundays the phone is answered for emergencies only.
Trades have their own Pinner pages: plumber in Pinner, electrician in Pinner and handyman in Pinner.

Letting in Pinner
If you let property in Pinner
Pinner is not in any of Harrow's selective licensing areas. The council designated six wards for five years each: Edgware and Roxeth came first, on 2 May 2026, Greenhill and Marlborough followed on 6 July, and the two Wealdstone wards, North and South, joined on 1 September. Pinner, Pinner South, Hatch End and Rayners Lane wards are not among them, so an ordinary single-household let in HA5 needs no selective licence. The national rules still apply: a gas safety record every 12 months, an EICR no more than five years old, an energy rating of E or above, and smoke and carbon monoxide alarms tested when each tenancy starts. HMOs are different. A house shared by five or more people forming two or more households needs Harrow's mandatory HMO licence wherever it is, Pinner included.
Harrow's previous additional scheme for three or four sharers, which began on 6 August 2021, ended on 5 August 2026, and a new one starts on 6 January 2027; applications can be made now. Separately, Harrow's Article 4 direction for the whole borough has required planning permission since 12 June 2026 to convert a family house for use as a small HMO, and that applies in Pinner as much as in Wealdstone. Any licence, if you hold one, must include conditions on the safety of supplied electrical appliances and furniture, and the council can demand a declaration about them. (We checked Harrow Council's pages in October 2026.)

Local knowledge: Pinner
Pinner housing stock
Pinner grew out of a medieval village. Harrow Council's appraisal of the High Street describes timber-framed buildings, several statutorily listed, dating from as early as the 15th century, with the parish church and a market granted in 1336 at its core. Around that core, the council's 2009 Pinner Conservation Areas document records how the Metropolitan Railway's extension into Middlesex turned the surrounding fields into Metro-land: houses of the 1920s and 1930s, the planned garden estates of Pinnerwood Park and Pinner Hill, and a new district centre at Rayners Lane. The 2021 Census shows a different mix from the rest of the borough. In Pinner ward, 29.1% of households live in detached houses, 25.9% in semis and 29.3% in purpose-built flats; Hatch End ward is 34.2% detached; Pinner South ward is 52.0% semi-detached.
Across Harrow as a whole only 11.3% of households are in detached houses. Private renting is lower than the borough figure of 29.6%: 20.1% in Pinner ward, 18.9% in Pinner South and 21.4% in Hatch End, with owner occupation between 67.7% and 75.5%. Pinnerwood Park is a useful example of how specific the stock gets. The layout was approved on 6 October 1932 for the Artizans, Labourers and General Dwellings Company; about 2,500 houses were planned, but the Second World War stopped the scheme at roughly 435. Many still have solid oak front doors and timber box sashes, and the estate has been under Article 4 directions since 1991.
What that means for certificates and repairs
- Larger detached houses in Pinner and Hatch End wards often have two or three bathrooms, outbuildings and long garden cable runs, so electrical and plumbing jobs are bigger than in a typical Harrow semi and are worth scoping on site
- In Pinner South, where over half of homes are semis, drains and supply pipes are often shared with next door, so a blockage or leak can sit on a pipe that is not yours alone
- Front doors, windows, porches, gates and exterior paint on the Pinnerwood Park, West Towers and parts of the High Street conservation areas can need planning permission, so we check the address before quoting anything visible from the road
- The listed timber-framed buildings on the High Street and Waxwell Lane need listed building consent for changes that affect their special interest, inside or out, which shapes how cables and pipes are routed
- Affinity Water's 2025 reports for the zones around Pinner show total hardness between 268 and 360 mg/l, so scale on shower valves, taps and hot water cylinders is part of almost every plumbing visit
- Around 29% of Pinner ward households live in purpose-built flats, many in managed blocks where the lease decides who repairs what
Getting to you
From Kenton Lane we head north to the Uxbridge Road at Harrow Weald and then west through Hatch End, which brings us into Pinner from the north side; for Rayners Lane, North Harrow and the southern half of HA5 we go along Pinner Road instead. Either way it is about four miles. Hatch End and the streets around Pinner Hill are the quickest to reach on the northern route. The village centre is the tight spot. Harrow's appraisal notes that the parking bays facing the High Street shops are inside a controlled parking zone, and a van loading tools or a bath outside a High Street flat needs a legal place to stop, so tell us if you have a driveway or a permit we can use.
Once a year Pinner Fair shuts the centre: in 2026 Harrow's order closed the High Street, Bridge Street, Cecil Park and parts of Marsh Road and Church Lane from 3pm on 26 May to 6am on 28 May, with no waiting on Waxwell Lane, West End Lane, Paines Lane and Moss Lane. Routine work in the centre is better booked for another day that week. Pinner Hill Estate has private roads with gates marked private, so give us any access arrangement when you book.
Neighbourhoods we cover in and around Pinner include Pinner Green, Pinnerwood Park, Pinner Hill, Hatch End, North Harrow, Rayners Lane and Eastcote.

Pinner: common questions
Not answered here? Call 0203 667 1333 and ask.
Is my Pinner rental covered by Harrow's selective licensing?
No. As of October 2026 Harrow's selective licensing covers six wards: Edgware, Roxeth, Greenhill, Marlborough, Wealdstone North and Wealdstone South. Pinner, Pinner South, Hatch End and Rayners Lane wards are outside all of them. A shared house of five or more people from two or more households still needs a mandatory HMO licence.
Which conservation areas does Harrow list for Pinner?
Thirteen: Pinner High Street, Waxwell Lane, Waxwell Close, Moss Lane, East End Farm, West Towers, Tookes Green, Pinnerwood Park Estate, Pinner Hill Estate, Pinnerwood Farm, Rayners Lane, Pinner Road and the Harrow part of Eastcote Village. Each has its own appraisal and map on Harrow's Pinner conservation page, which also shows any Article 4 direction for that area.
My house is on the Pinnerwood Park estate. What needs permission?
It depends on the street. In the core area, including Evelyn Drive, Woodhall Gate and Marsworth Avenue, permission is needed to replace front or side windows and doors, add a porch, pave the front garden, change a front gate or fence, or paint unpainted surfaces. The outer roads have similar controls on elevations facing the road. Satellite dishes and aerials need permission across the whole estate.
How far are you from Pinner, and do you charge more to come out?
Our office is at 6 Station Parade, Kenton Lane, about four miles from Pinner by road. The rate is the same as anywhere else we cover: a fixed price for certificates and defined jobs, and an hourly rate with an estimate for repairs, both confirmed before we attend.
Do you work in the flats above the High Street shops?
Yes. The 2021 Census counted 62 households in Pinner ward living in a commercial building, which in the village centre usually means a flat over a shop. Access is often from a rear yard or a side door, and parking is controlled out front, so tell us how to get in and where we can unload.
Is Hatch End or Rayners Lane covered too?
Both are, along with North Harrow, Pinner Green and the Harrow side of Eastcote. If your address is over the boundary in Hillingdon, we still work there, but licensing questions go to Hillingdon Council rather than Harrow.
Can you work on a listed building on Pinner High Street?
We can carry out repairs and like-for-like work, and we ask about listing at the start. Harrow says listed building consent is needed for internal or external changes that affect a building's special interest, that working without it is a criminal offence, and that it expects natural materials, such as lime mortar and timber, in repairs.
