In short
Can you do an EPC in Pinner this week?
Usually, yes. An assessor drives over from our Kenton Lane office, about four miles east, and the certificate is lodged within 24 hours of the visit. Before booking we look on the national register for a certificate still in date. In Pinner we also ask two questions early: is the building listed, and is it in a conservation area?
An EPC is a fixed price, confirmed before we attend, and Saturday appointments are available.
The full guide is on our Energy Performance Certificate (EPC) page, and everything else we do locally is under landlord certificates and repairs in Pinner.
EPC Certificates in Pinner: what is different here
Where Pinner's houses tend to land on the EPC scale
Below C, for most of them. The Office for National Statistics analysed the latest certificate for each home lodged in the ten years to March 2025. In the statistical area the House of Commons Library calls Pinner Central, the median existing house scored 60, in the middle of band D; band C starts at 69. Across the Pinner and Hatch End areas, the share of homes rated C or above runs from 29.8% in the area named Pinner South to 56.3% in the area named Pinner Road, against 50.5% for Harrow as a whole. Harrow's existing semi-detached houses are the weakest group in the borough figures, with only 16.8% at C or above.
Flats do better. In the same Pinner areas, the median existing flat scores between 69 and 71, right on the C boundary, because the homes above, below and alongside cut heat loss. Homes lodged as new builds sit higher again, with medians between 79 and 85. So a 1930s semi off Rayners Lane and a flat in a recent block a short walk away can be two bands apart without either owner having done anything wrong.
What Pinner's conservation areas let you change
Most recommendations for an interwar house concern walls, windows, roof and heating, and in Pinner several of those run into planning rules. Harrow's 13 Pinner conservation areas, from the Pinner Hill Estate to Rayners Lane and the Harrow part of Eastcote Village, are article 2(3) land under the national permitted development order, and on that land cladding any part of a house's exterior with render, timber, tiles, stone, artificial stone, pebble dash or plastic is not permitted development. External wall insulation is finished in exactly those materials, so it needs a planning application in every one of them. The Article 4 directions go further on particular estates. In the Pinnerwood Park core area, replacing windows or doors anywhere except the rear needs permission; on the estate's outer roads, the same applies to elevations facing a road or open space.
At West Towers, a 1991 direction covers front and exposed side elevations and a 2003 direction covers roof alterations, including rooflights and changes to roof tiles. Solar panels in a conservation area lose permitted development on a wall that fronts a highway, and on a listed house they are not permitted development at all. None of this rules improvement out. It means the recommendations report is a starting list, and the realistic route in much of Pinner runs inside the house: loft insulation, heating controls, a more efficient boiler, low-energy lighting and secondary glazing behind the original windows.
Listed buildings on the High Street: the EPC position in October 2026
GOV.UK lists listed buildings among the cases where an EPC is not needed, but only where the work to meet minimum energy performance requirements would unacceptably alter the building's character or appearance, and it tells owners to check with the council's conservation officer. That is a judgement about one building, not a blanket exemption. It matters in Pinner because the High Street and Waxwell Lane conservation areas contain a run of listed timber-framed buildings, some from the 15th century, several now flats or shops with flats above. The position is due to change.
In its partial response on reforming the EPC regime, published on 21 January 2026, the government said it intends to remove exemptions for heritage properties, which would mean a valid EPC whenever one is marketed or let. That is a stated intention, not yet law: the reformed certificates are now expected in the second half of 2027, and transitional arrangements are still to be published. For a listed cottage or flat you let, a certificate on the register settles the question now and gives you a baseline for whatever the new rules require.
Pinner lets, the E minimum and the 2030 target
A private let in Pinner needs a rating of E or better today, as anywhere in England, and being outside Harrow's selective licensing wards changes nothing about that. The current spending cap before an exemption can be claimed is £3,500 including VAT. The government has announced that private lets will need C, or an equivalent, by 1 October 2030, with a cap of £10,000 per property; that is policy, not legislation, as checked in October 2026. An EPC rated C and issued before 1 October 2029 is due to count until it expires.
One point is especially relevant to Pinner landlords. GOV.UK's guidance on the minimum standard includes an exemption where a measure needs consent from someone else, and the examples it gives include a planning department. If Harrow refuses external insulation or replacement windows on a conservation-area house, keep the decision notice, because that is the evidence any exemption claim would rest on.
Getting a larger Pinner house ready for the assessor
Detached houses make up 29.1% of Pinner ward and 34.2% of Hatch End ward, and many have been extended at the back or into the roof, sometimes in two or three stages. The assessor measures each part and records its construction separately, so paperwork for a loft conversion or extension is worth finding: a Building Control completion certificate shows the insulation installed, which otherwise has to be assumed from the date.
Leave out the boiler manual, any loft or cavity insulation receipts and glazing documents too. Mains gas is the only heating for 81.0% of Pinner ward households, so the boiler's recorded efficiency carries real weight in the result.

EPC Certificates in Pinner: your questions
Not answered here? Call 0203 667 1333 and ask.
My house is in a Pinner conservation area. Does that lower the EPC rating?
No. The rating is calculated from the building as it stands: walls, roof, windows, heating and lighting. Conservation status neither raises nor lowers the score. It matters for the recommendations, because measures such as external wall insulation need planning permission in all of Harrow's Pinner conservation areas.
Do I need an EPC to let a listed cottage on Waxwell Lane?
Possibly not today, but only if meeting the minimum standards would unacceptably alter its character or appearance, and GOV.UK says to ask the conservation officer. The government intends to remove heritage exemptions in the reformed regime, so many owners now get a certificate anyway.
Can I replace the windows on my Pinnerwood Park house to raise the rating?
Not without planning permission on most elevations. The core-area direction covers replacement windows and doors except at the rear, and the outer-road direction covers those facing a road or open space. Harrow expects timber replacements matching the originals, so secondary glazing is often the easier gain.
Is a flat near Pinner station likely to be close to band C?
Often. In the ONS figures for the Pinner areas, the median existing flat scores between 69 and 71, and C starts at 69. Houses in the same areas have medians between 60 and 64, in band D.
My Pinner South or North Harrow semi came back at D. Is that unusual?
No. In the statistical area named Pinner South, only 29.8% of homes reached C or above, and across Harrow only 16.8% of existing semis did. A D is lawful to let today. The distance to C is what to plan for, in case the 2030 target becomes law as announced.
How quickly can you lodge an EPC for a Pinner sale?
