In short
What EPC rating should I expect for a Northwood house?
Usually a D for an older house and a borderline C for a flat. ONS figures for certificates lodged in the ten years to March 2025 put the median score for existing houses in the Northwood area at 62, and for existing flats at 69, the bottom point of band C. We lodge your certificate within 24 hours of the visit.
The minimum for a private let is still E. The government has announced a move to C by 1 October 2030, but that is not law yet.
The full guide is on our Energy Performance Certificate (EPC) page, and everything else we do locally is under landlord certificates and repairs in Northwood.
EPC Certificates in Northwood: what is different here
Why Northwood houses score below its flats
The Office for National Statistics publishes median EPC scores for small Census areas. In the area the House of Commons Library names Northwood (Hillingdon 002), the median across every dwelling with a recent certificate is 67, one point short of band C. Split by type, existing houses there score 62 and existing flats 69. In Northwood Hills (Hillingdon 004) existing houses do better at 66, which fits Northwood Hills ward, where semi-detached houses with a party wall on one side are the largest single type. In Ducks Hill (Hillingdon 001), on Northwood's western side, 42.3% of households had four or more bedrooms in the 2021 Census, and existing houses there have a median of 64.
A big detached house loses heat through four exposed walls and a large roof, so it starts behind a flat of the same age before anyone looks at the heating. Age matters as much as size. Across Hillingdon, homes built before 1929 have a median of 61 and homes built since 2012 a median of 84. A Frithwood house from the decades after the railway arrived carries the first of those numbers into the assessment unless there is evidence of later improvements.
Insulation the Frithwood rules will and will not allow
Hillingdon's leaflet for the Northwood-Frithwood Conservation Area lists works that need planning permission there but would not on an ordinary street. Two of them bear directly on an energy rating. Cladding any part of the outside of the house in render, timber, tiles or similar needs permission, which in practice rules out external wall insulation without consent. Solar panels on a principal or side elevation, or standing proud of the original roof slope by more than 200mm, need permission too. The leaflet also asks that window shapes and sizes match the original house.
That leaves the internal measures for most houses on Carew Road, Eastbury Road and Frithwood Avenue: loft insulation topped up, suspended timber floors insulated from below, draught-proofing to original doors and windows, secondary glazing fitted inside, and better heating controls. The certificate lists recommendations in the order its software ranks them, and we tell you which ones a conservation officer is likely to question before you price them.
Moor Park: Metroland houses and an appraisal that defends the windows
Moor Park, on the Three Rivers side of HA6, became a conservation area on 18 May 1995. Three Rivers' appraisal describes low-density Metroland laid out on a comprehensive scale in the 1930s, mainly detached two-storey houses with pitched roofs on generous plots. It also warns that householders risk seriously devaluing their properties by removing original features, and says thermal efficiency and maintenance problems can be overcome without doing so.
For an EPC, that means the window line on a Moor Park house is likely to stay as built, and the points have to come from the roof, the floors, the heating system and the controls. Covenants held by Moor Park (1958) Ltd can also affect anything visible from the road, so check your deeds before planning external work.
E now, C by 2030, and the gap for an HA6 let
A Northwood let must currently reach at least E. The spending cap before an exemption can be registered is £3,500 including VAT, and exemptions sit on the national register, mostly for five years. The government's January 2026 response says privately rented homes will need C or an equivalent by 1 October 2030, with a cap of £10,000 per property over ten years and money spent since 1 October 2025 counting towards it. That is announced policy, with legislation intended for 2027, not law.
For a house at the Northwood median of 62, the gap to C is seven points, and the conservation-area limits decide how much of it can be closed. A certificate rated C and issued before 1 October 2029 is due to stay compliant until it expires, so reaching C early buys time. New-style certificates based on the Home Energy Model are now expected in the second half of 2027, with no exact date.
Shared houses: the certificate goes on the wall
Hillingdon's proposed conditions for its HMO licences list documents that must be displayed in a common area of the house: the licence itself, the manager's contact details, the current gas safety certificate and a copy of the Energy Performance Certificate. The same conditions ask for a fixed heating system with adjustable controls that can keep habitable rooms at 21°C. If you are converting a large Northwood Hills semi into a shared house, book the assessment once the heating and controls are in their final form, so the certificate on the hall wall describes the house the sharers actually live in.
Giving the assessor evidence in a big house
Assessors record what they can see or prove. In a large Northwood house the proof often sits in a drawer: Building Control sign-off for a loft conversion, certificates for replacement glazing, installation papers for a newer boiler or cylinder, invoices for cavity or floor insulation. Without them the software falls back on defaults for the age band, and for a house built around the turn of the twentieth century those defaults are harsh.
Put the paperwork out before the visit, and clear access to the loft hatch, the meters and the boiler. A house with several extensions takes longer to measure, and the fixed price we confirm before attending reflects that.

Can I fit external wall insulation to a Frithwood house to improve its EPC?
Not without planning permission. Hillingdon's leaflet for the Northwood-Frithwood Conservation Area says cladding any part of the exterior in render, timber, tiles or similar needs permission. Internal measures, such as loft and floor insulation, secondary glazing and heating controls, are the usual route there.
My Northwood Hills semi is rated D. Can I still let it?
Yes. The legal minimum for a private let is E. The government has announced a C requirement from 1 October 2030 for all private tenancies, but it is policy, not law, as of October 2026. A D-rated semi has time to plan improvements rather than rush them.
Are new flats near Northwood station rated better?
Much better on average. In the ONS figures for the Northwood area, newly built flats have a median score of 85, which is band B, against 69 for existing flats. A new-build flat is a short assessment; a converted flat in an older house is a different job.
Does a Moor Park house follow different EPC rules from the rest of HA6?
No. The EPC rules are national, so a Moor Park house needs a valid certificate for buyers or tenants, ordered before it is marketed if there is none, exactly as a Hillingdon house does. What differs is the planning side: Three Rivers' conservation area controls and the estate covenants limit visible changes.
Does my licensed shared house in Northwood need to display the EPC?
Under Hillingdon's proposed HMO conditions, yes. A copy of the EPC goes on display in a common area, alongside the licence, the manager's contact details and the current gas safety certificate. Check the conditions printed on your own licence.
How quickly will I have the certificate for a Northwood property?
We lodge it on the national register within 24 hours of the visit. The fee is fixed and confirmed before we attend, and the certificate is valid for ten years unless you commission a new one after making improvements.
