In short
Do you decorate houses and flats in Pinner?
Yes. We decorate interiors, exteriors and empty lets from Pinner Hill and Pinner Green down to North Harrow, and price each room against a written specification listing the coats and products. An empty two-bedroom let normally takes two to four days. For outside work in Pinner, we check the conservation area first, because on some estates painting a previously unpainted surface needs planning permission.
The full guide is on our Painting & Decorating page, and everything else we do locally is under landlord certificates and repairs in Pinner.
Painting & Decorating in Pinner: what is different here
When painting the outside of a Pinner house needs permission
Normally, painting a house is permitted development. Pinnerwood Park is the exception most likely to catch people out. In the core area, covering roads including Evelyn Drive, Woodhall Drive, Bede Close and Linkway, the 1991 Article 4 direction makes painting unpainted surfaces a planning matter. On the outer roads, such as Albury Drive, Latimer Gardens and Hallam Gardens, the 1996 direction covers exterior painting on any wall that faces a road or open space. First-time paint on bare brick is the obvious example. Eight of the 13 Pinner conservation areas have no Article 4 direction at all on Harrow's list, Rayners Lane and the Harrow part of Eastcote Village among them, so a change of colour there is normally permitted development unless the building is listed.
The Pinner Hill Estate does have directions, but they deal with hard surfaces, dishes, gates, fences and walls, and with extensions, roofs and porches on six named houses, not with paint. Repainting previously painted joinery in the same colour is maintenance. Changing the colour scheme, or painting brick, render or tile hanging for the first time, is where a call to the conservation team comes before any brush; the estate's design guide sets out what it looks for.
Black-and-white fronts in the old village
In the village centre, several timber-framed buildings show black timbers against pale render. Harrow's appraisal notes that some of that timbering is later decoration: the timbering on the front of the Queen's Head dates from 1929, and on 9 to 11 High Street from the 20th century, while at 34 to 36 the timbering on the facade is painted. Historically, timber-framed walls here were covered in render or weatherboarding.
For listed buildings, Harrow expects natural materials in repairs and wants any change of material agreed in advance. We repaint like for like and agree any change of material or finish with the conservation team before quoting. We do not seal old lime render under a modern masonry paint without that answer.
Windows, doors and garage doors on the garden estates
On Pinnerwood Park, many houses keep timber box sashes with heavy glazing bars, solid oak front doors and original garage doors, and the council expects them to be kept. That shapes the decorating. Box sashes are eased, filled, primed and painted with the sashes free to move, not painted shut. Oak front doors are cleaned back and oiled or varnished; we do not paint over original oak.
West Towers, which Harrow's 2009 document calls a strong example of Metro-land development, has its own direction covering alterations to front and exposed side elevations. If a frame has rot beyond filling, we refer it to our carpenter for a splice repair before painting, so the paint is not hiding the problem.
Interiors in Metro-land semis and detached houses
Inside, most of our Pinner work is in interwar and post-war houses: hallways with tall stairwells, bay-windowed front rooms, and bedrooms in loft conversions. A full hall, stairs and landing needs a safe working platform over the stairs, and we price that in rather than adding it on the day. A big detached house in Hatch End or the village can mean six or more rooms, so we agree the order of rooms so you can live around us.
Preparation is most of the work: filling, sanding, caulking and priming stains. Room by room, the specification separates full redecoration from touching in, so you can see where the days go.
Empty lets and flats
About a fifth of Pinner ward's households rent privately, many in purpose-built flats. Between tenancies a two-bedroom flat is normally finished within two to four days, with each room photographed at the start and at handover, and the order of work set by the move-in date. In a managed block, check the lease and building rules for working hours and communal areas, which are usually the freeholder's. Front-door repainting to a corridor is often the managing agent's decision, not yours.

Painting & Decorating in Pinner: your questions
Not answered here? Call 0203 667 1333 and ask.
Do I need permission to paint my brick house white in Pinner?
In most of Pinner, no. In the Pinnerwood Park estate, yes: the Article 4 directions make painting unpainted surfaces a planning matter, in the core area and on elevations facing the road in the outer area. In other conservation areas, or for a listed building, check with Harrow first.
How quickly can a two-bed Pinner flat be redecorated between tenants?
Usually in two to four days. The spread comes from how much filling the walls need and how many coats the colours take, and we fit the timing to your move-in date before starting.
Can you repaint timber sash windows without sealing them shut?
Yes. We free the sashes, rub down and fill, prime bare timber, then paint with the sashes moved during drying so the meeting rails and beads do not stick. If cords are broken, we can arrange for them to be replaced at the same time.
Do you supply the paint, or can I buy it?
Both work. The specification names the product, the colour and how many coats. If you have a colour scheme agreed with the conservation team, we work to it exactly.
Can you decorate in winter?
Interiors, yes, all year. Outside work needs a dry spell and temperatures the paint can cure in, so we book it for the drier months and tell you if a date looks risky.
