Harrow's HMO standards set a demanding one: the outside of a licensed HMO should be in good decorative condition and should not need redecorating for a further five years. The same section expects brickwork, pointing, render, windows, doors and rainwater goods to be in good repair, and says the damp-proof course must not be bridged by render, paving or earth. For a decorator, that changes the specification. A single cosmetic coat before an inspection will not last five years on a south-facing sill.
The job needs soft timber cut out and repaired, bare wood primed, and a proper exterior system applied in the right season. We also look at where render or a raised path meets the base of the wall, because painting over a bridged damp-proof course hides a problem the licence asks you to fix. Damp investigation itself goes to a specialist.

If they have, we tell you, because a painted seal needs replacing by a carpenter rather than sanding back. Paint build-up matters too. Thick layers on a door edge close up the gap the seal relies on. Harrow's Article 4 direction for Harrow on the Hill Village, in force since February 2007, covers named houses on streets including Byron Hill Road, Crown Street and West Street. On elevations facing a road or open space, it brings exterior painting under planning control, and the council's example is previously unpainted brickwork.
Windows and doors are left out of that painting clause. In the Pinner Road conservation area, the Art Deco flats at Pinner Court and Capel Gardens have steel Crittall-style windows painted verdigris green, with balcony railings to match. Pinner Court has been Grade II listed since 1995, so anything beyond like-for-like repainting needs a check with Harrow's conservation team first. Those steel frames take rust treatment and a metal primer, never timber primer.

The paint on my Harrow on the Hill sash windows is cracked and wavy. Is that just old paint?
Sometimes it is wet rot underneath. Harrow's design guide for the village describes rot as cracked, wavy paintwork with very soft timber beneath, and says new sections can be pieced in. We probe soft areas before painting. Small defects are filled and primed. Larger rot is spliced in with matching timber by a carpenter first, and the sashes then go back to white.
Does my decorator need a visitor permit on a Harrow CPZ street?
Yes, if the van parks in a permit bay during controlled hours. Harrow's own example of a visitor is a decorator or repair person. Each virtual permit lasts up to 24 hours and is tied to the vehicle registration, so a three-day void needs three permits. Residents can buy up to 100 a year. Please have them ready before the first morning.
My Harrow house is listed. Can you still decorate inside?
Possibly, but ask Harrow Council before anything is stripped. The council says listed building consent is needed for internal or external changes that affect a building's special interest, and that working without consent is a criminal offence. Who arranges the licence if scaffolding has to stand on a Harrow pavement?
The scaffold company. Harrow Council issues scaffolding licences to the scaffolder, not to the homeowner or the decorator, and the application needs a location plan and public liability cover. That adds lead time to a front-elevation repaint, and we arrange it through the scaffold contractor. Many two-storey semis can be done from ladders or a tower on the driveway instead.
Can you render or pebbledash a brick house in a Harrow conservation area?
Not without planning permission, and it is not work we quote for. Harrow's conservation-area guidance for householders lists cladding a house in render, pebbledash, stone, timber, plastic or tiles as work that needs permission.
