It is on the Harrow side only, covering 81 to 111 High Street (odd numbers) and 1 to 12 Whitchurch Lane. Designated in 1980 and extended in 1991, it contains timber-framed buildings from the 16th to 18th centuries, mostly hidden behind colour-washed brick or cement render.
Several are Grade II listed. Flats do not carry the permitted development rights a house has, and Harrow's appraisal treats changes to windows, doors and shopfronts as material. Inside a listed building, some redecoration can need listed building consent, so we ask about listing before quoting. On old colour-washed or rendered fronts we use breathable paints that suit the surface, because a sealed coating can trap moisture in a timber-framed wall.
Does Harrow's selective licence in Edgware ward cover decoration?
Harrow's selective licence in Edgware ward does cover decoration: its conditions require the outside of a licensed property to be kept in reasonable decorative order and repair, and add that statutory requirements such as planning permission must be met. Harrow's Edgware ward, west of Burnt Oak Broadway, has been selectively licensed since May 2026, and 37.1% of its households were renting privately at the 2021 Census.
Flaking paint on a licensed let there is a licence point as well as a looks problem. For a Harrow HMO, the council's standards go further and expect external decoration to last five years, with fire-door seals never painted over. On the Barnet side, check the wording of your own licence.
Is consent needed to repaint a house on the Watling Estate?
Repainting a Watling Estate house usually needs no consent, but adding render or cladding is a different matter. Watling, Barnet's conservation area around Burnt Oak, was designated in April 1998 and covers 158 hectares of the LCC cottage estate first occupied in 1927 and completed by 1930. None of Barnet's conservation-area Article 4 directions covers it, although Barnet's borough-wide Article 4 on small HMOs applies here as elsewhere. Painting an exterior is permitted development under the national rules, which define painting as any application of colour.
In a conservation area, though, cladding a house in render, pebbledash, timber, plastic or tiles is not permitted development. So we repaint surfaces that are already painted, and we do not quote to render or clad a brick elevation. If your plans go beyond repainting, ask Barnet's planners before the work is booked (checked October 2026).

Can you paint the steel cladding on a Watling Estate house?
Yes. Steel cladding and steel windows need different preparation from timber. Loose rust is removed, bare metal is treated and primed with a metal primer, and the finish goes on in the existing colour. Barnet's appraisal treats colour changes on Watling elevations as harmful, so we match what is there unless you have checked a change with Barnet first.
I own a former council house on the Watling Estate. Can I change the front door colour?
Watling has no conservation-area Article 4 direction, so repainting a door is normally permitted development. Barnet's appraisal still lists inappropriate colours on doors and windows as harmful, and it names the doors on Abbots Road and Deansbrook Road as good surviving examples. A traditional colour is the safer choice. Ask Barnet's planners if you want something bolder.
Can the decorator's van park on a single yellow line on a Harrow-side Edgware street?
Sometimes. In a Harrow CPZ, either the resident or the contractor can apply for a dispensation to park on a single yellow line for essential building work. Harrow rarely grants one where the property has a driveway. Suspending a bay, for a skip for example, can take up to ten working days, so we raise parking when we book a multi-day job.
Should I paint the brick on my Edgware semi to brighten it up?
We usually advise against it. Away from conservation areas and Article 4 streets, painting is generally permitted, but paint on facing brick commits you to repainting it for good and is very hard to remove. On the Watling Estate, Barnet's appraisal names painted brickwork as harmful. Cleaning the brick and redecorating the joinery often gives the lift you want.
Will the Broadwalk redevelopment affect decorating work in central Edgware?
Not yet, as far as we know. Barnet's planning committee resolved in July 2025 to approve outline plans for up to 3,365 homes on the Broadwalk Centre and neighbouring TfL land by the station, but we have not seen a confirmed start date. Once work begins, access and parking around the station may change, and we will plan deliveries to nearby flats around it.
