In a converted house the flat underneath usually has a different owner, so the first questions are which parts of the bathroom are yours to repair and whether the freeholder or an insurer needs telling. Then the cause. Water can get out through a failed silicone joint at the tray, a leaking waste or a pipe joint behind the wall, and only some of those mean taking tiles off.

What does a Harrow HMO licence ask of the tiling?
Harrow's HMO amenity standard sets a minimum for tiling in a licensed house, starting with splashbacks of at least 300 mm above every bath and wash-hand basin, and full-height tiling around showers unless the shower is a separate watertight enclosure. Each edge needs a waterproof seal. Bathroom and WC floors should be slip resistant, impervious and easy to clean, and kitchens need impervious splashbacks beside the cooker, sink and preparation areas.
That is the wording in the standards Harrow publishes on its licensing pages (checked October 2026). We treat it as a minimum. The shower is tanked and tiled to the ceiling, the floor gets a slip-rated porcelain rather than a polished tile, and every junction gets silicone. A shower tiled only to door height falls short of it.
Will a tanked and retiled shower still meet the 800 mm rule?
A tanked and retiled shower in a Harrow HMO only meets the 800 mm by 800 mm minimum if the finished size is checked. Harrow's standard asks for HMO showers of at least that size, and baths of at least 1700 mm by 760 mm. Retiling adds thickness to every wall: backer board where the plaster is poor, then the tanking membrane, the adhesive bed and the tile itself. A cubicle that measured exactly 800 mm on bare plaster can finish short.
So we measure the opening, work out the build-up and tell you before the tray is ordered, not after. If the space is tight, a thinner board or a different tray can keep the room compliant. The same standard asks for mechanical extraction in bathrooms. A weak fan is the usual reason grout turns black within a year, so we flag it for an electrician.

Does a Harrow HMO kitchen need a tiled splashback as well?
It needs an impervious one. Harrow's HMO standard asks for impervious splashbacks next to the cooker, sink and food preparation areas, and slip-resistant, impervious kitchen floors. Tiles are the usual answer, though glass or another impervious sheet can also work. If an inspector has flagged the kitchen, send us the letter and we will price exactly what it asks for.
How hard is the water in Harrow, and what does it do to grout?
Harrow's water is very hard. Affinity Water's 2025 reports give about 360 mg/l for its Harrow North zone and a mean of 363 mg/l for Harrow South, and the Drinking Water Inspectorate counts anything above 300 mg/l as very hard. Limescale settles in grout lines and dulls tile faces quickly. In showers we suggest a low-porosity grout and a squeegee after use. Our trade advice is to avoid acidic descalers, which etch cement grout and natural stone.
Can a tired Harrow bathroom be regrouted rather than retiled?
Often, if the tiles are sound and firmly fixed. Fresh grout and new silicone can make a tired bathroom look right again in a day. Regrouting will not cure hollow or cracked tiles, or water already behind them. In a licensed HMO it also will not help a shower that is only half tiled, because the shortfall is height, not condition. We tell you which case you are in from photos before you book anything.
My house in Harrow is listed. Can you still retile the bathroom?
Possibly, but check first. Harrow Council says listed building consent is needed for internal or external changes that affect special interest, and working without consent is a criminal offence. Replacing a modern bathroom is often straightforward. Removing historic tiles or floors is not. Ask the council's conservation team, then send us what they say and we will scope the job to it.
