In short
Do you cover Mill Hill for landlord certificates and repairs?
Yes. EliteShires Property Services covers all of NW7, including Mill Hill Broadway, Mill Hill Village and Millbrook Park, from our Kenton Lane office, 3.9 miles away by road. We issue EPCs, EICRs and gas safety records, and send plumbers, electricians and other trades for the repairs. In Barnet, any HMO with three or more sharers needs a licence.
Mill Hill is three quite different places under one postcode: an old hilltop village protected since 1968, interwar suburbs around the Broadway, and a large new neighbourhood on the former Inglis Barracks. The work, and sometimes the rules, change between them.
Trades have their own Mill Hill pages: plumber in Mill Hill, electrician in Mill Hill and handyman in Mill Hill.

Letting in Mill Hill
If you let property in Mill Hill
Barnet licenses houses in multiple occupation under an additional scheme that covers the whole borough. It started on 27 October 2022 and is due to end on 27 October 2027. Its reach is any HMO where at least three people from more than one household share, and mandatory licensing continues to cover larger HMOs with five or more people. A shared house anywhere in Mill Hill is therefore likely to need a licence. No selective licensing scheme operates in Barnet as of October 2026, which means a home let to one household needs no Barnet licence at present. The council's 2026 consultation, as the NRLA reported it, proposed selective licensing for ten wards: Burnt Oak, Childs Hill, Colindale North, Colindale South, Cricklewood, Finchley Church End, Friern Barnet, Golders Green, Hendon and West Hendon.
Mill Hill ward is not on that list, and by our October 2026 check no decision had appeared. Whatever the licence position, the national rules still apply: a gas safety record each year, an EICR no older than five years and, before you let, an EPC rated E or better. We can produce all three in one booking. Checked October 2026; confirm with Barnet's private sector housing team before applying.

Local knowledge: Mill Hill
Mill Hill housing stock
The oldest part of Mill Hill is along The Ridgeway. Barnet's 2008 character appraisal describes the Mill Hill Conservation Area, designated in December 1968, as about 152 hectares strung out for a mile along the high ground, with roughly 260 houses, mostly brick and weatherboarded cottages typical of rural Middlesex, set among large institutional buildings such as Mill Hill School, which was founded in 1807 and whose main building dates from 1825. Highwood Hill, Lawrence Street and the cluster around The Forge keep the same country-village feel. Below the ridge, around Mill Hill Broadway and The Hale, most streets are interwar and post-war suburban housing, the 1930s estates the appraisal notes in the views west from the ridge.
To the east, Millbrook Park is the redevelopment of the former Inglis Barracks at Mill Hill East. Barnet granted outline permission in 2011 for 2,174 homes on the 34-hectare site, and it has been built out in phases by different housebuilders, with one Countryside and Barratt London phase completing in September 2022. In the 2021 Census, semi-detached houses were the largest group in Barnet's Mill Hill ward, at 34.2% of 6,921 households. Purpose-built flats made up 26.7%, detached houses 18.8% and terraces 10.9%. Most homes were owner-occupied (63.9%), but private renting was a substantial 26.5% of households.
What that means for certificates and repairs
- On much of The Ridgeway, Wills Lane, Winterstoke Gardens, Milespit Hill and around The Forge, an Article 4 direction controls external doors, windows, roofing materials, porches and even external painting. Anything visible from outside needs checking with Barnet first.
- Very hard water: Affinity Water's 2025 average for the Stanmore/Mill Hill zone is 353 mg/l as calcium carbonate, so taps, shower valves and cylinders scale up fast.
- Millbrook Park homes are new enough that some may still be within the builder's warranty period. A defect there should go to the developer first, before anyone pays for a repair.
- New-build blocks at Mill Hill East and older purpose-built flats near the Broadway both involve managing agents and shared services, so we check the lease position before opening up a riser or a shared pipe.
- In Mill Hill ward 26.5% of households rented privately in 2021, so end-of-tenancy certificates and repairs make up a large share of the work in NW7.
- Until 27 October 2027, Barnet's additional HMO licence applies across the borough to any house shared by three or more people in two or more households.
Getting to you
Mill Hill is one of the closer towns we cover outside Harrow: about 3.9 miles by road from 6 Station Parade. The usual route is east through Edgware and down the A41 to Apex Corner, then onto the Watford Way or into Mill Hill Broadway, depending on the address. Mill Hill Broadway and The Hale are the quickest to reach. The Ridgeway, Highwood Hill and Millbrook Park take a few minutes more, up the hill or across towards Mill Hill East station.
The streets round Mill Hill Broadway and Mill Hill East station fall inside Barnet controlled parking zones, so let us know if yours is one of them and whether a visitor permit is available. On The Ridgeway the roads are narrow in places with limited kerbside parking, and at school start and finish times traffic near Mill Hill School and Belmont can be slow. We plan visits around that where we can.
Neighbourhoods we cover in and around Mill Hill include Mill Hill Broadway, Mill Hill Village, Mill Hill East, Millbrook Park, Highwood Hill and The Hale.

Mill Hill: common questions
Not answered here? Call 0203 667 1333 and ask.
Which council covers Mill Hill?
The London Borough of Barnet. All of NW7, including Mill Hill Village, Mill Hill East and Millbrook Park, is in Barnet, so licensing, planning and parking questions go to Barnet Council.
Does a rented flat in Mill Hill need a Barnet licence?
Not if it is let to one household, because Barnet has no selective licensing scheme in force as of October 2026, and Mill Hill ward was not among the ten wards the NRLA reported in its recent consultation. Check with Barnet before you let. A shared house with three or more people from two or more households does need an additional HMO licence.
Can I replace windows on The Ridgeway?
Possibly not without consent. Barnet's Article 4 direction for most of the Mill Hill Conservation Area brings external doors, windows, roofing materials, porches and external painting under planning control. Ask Barnet before ordering anything.
Is Mill Hill's water hard?
Yes. Affinity Water's 2025 report for its Stanmore/Mill Hill supply zone gives a mean of 353 mg/l as calcium carbonate, which is very hard. Thames Water handles the sewers. Your bill confirms which company supplies your address.
Do you work on new-build homes in Millbrook Park?
Yes. If your home is still within the builder's warranty period, report defects to the developer first. Outside that, or for upgrades and landlord certificates, we work on Millbrook Park homes like any other.
How far is Mill Hill from your office?
About 3.9 miles by road from our Kenton Lane office, through Edgware and down the A41. Emergencies are attended the same day in opening hours, Monday to Saturday; on Sundays we take emergency calls only.
How old are the homes in Mill Hill?
It depends which part of NW7. Valuation Office counts for March 2025 date just over half the homes in the Mill Hill East statistical area to 2009 or later, while near the Broadway seven in ten were built between the wars. The Mill Hill Park area has the oldest mix, with about a fifth of its homes put up before 1919.
Can you do a gas safety record and an EICR in Mill Hill on the same day?
Usually, yes. The gas safety record is issued on the day by a Gas Safe registered engineer and the EICR report follows within 48 hours. Booking them together saves you arranging tenant access twice.
