In short
When does a Mill Hill rental need its EICR?
Before a tenancy starts and then at least every five years. In Mill Hill that clock is now running out for many Millbrook Park flats: the VOA dates about 970 homes in the Mill Hill East area to 2021 and 2022, so their first inspections fall due in 2026 and 2027. We issue the report within 48 hours.
The full guide is on our Electrical Installation Condition Report (EICR) page, and everything else we do locally is under landlord certificates and repairs in Mill Hill.
EICR Certificates in Mill Hill: what is different here
The Millbrook Park five-year wave
Government guidance allows a landlord to rely on the Electrical Installation Certificate issued when a new home was completed, provided the next inspection happens within five years of that certificate's date. Millbrook Park was built in phases, and VOA build-year counts for the Mill Hill East area show about 560 homes in 2021, 410 in 2022 and 300 in 2019.
Phase 6 alone was 392 apartments in four blocks of up to six storeys, with the first handed over in July 2021. Landlords who bought off-plan in those years should check the EIC date now and book before it passes, because the deadline is five years from the certificate, not from the day the tenant moved in.
Your consumer unit, the freeholder's riser
In a Millbrook Park block, your EICR covers the installation from the flat's meter and consumer unit onwards. The landlord's supply, the risers, corridor lighting, the door entry system and any smoke ventilation belong to the building's owner and are inspected under the managing agent's arrangements.
In practice the meter is often in a locked cupboard on the landing, so ask the agent for access before the visit. Where a fault appears to start upstream of your meter, we put it in writing so the agent can act on it.
Interwar semis rewired once, sometimes twice
Around Mill Hill Broadway 70.2% of homes were built between 1919 and 1939, and almost none still have original wiring. What we find instead is layers: a rewire from several decades ago, a later kitchen extension on its own circuit, a loft conversion fed from wherever was convenient, and a consumer unit that may predate current requirements for RCD protection. Those layers are where C2 observations tend to come from, so a semi off The Hale or Hale Lane usually takes longer to test than its size suggests.
Big houses, outbuildings and garden supplies
The detached houses near Mill Hill School, along Nan Clarks Lane and on Highwood Hill often have garages, garden studios, gate motors and external lighting supplied from the house. If the tenancy includes them and they are fed from the installation you provide, they are part of the inspection. Buried cables to an outbuilding and outside sockets without RCD protection are the most common reasons these reports come back unsatisfactory. Tell us about every outbuilding when booking, so the visit is long enough.
Shared houses under Barnet's additional licence
Barnet licenses every shared house of three or more unrelated occupiers, wherever it is in the borough, under a scheme running to 27 October 2027. Every licence must require the holder to keep the electrical installation in proper working order and safe, and to give the council a declaration on demand; a current EICR is how you show it. Separately, the 2020 regulations require you to send a copy to the council within seven days of a written request, and since 1 November 2025 the maximum penalty for a breach has been £40,000.
Listed cottages and old fabric on the ridge
Barnet's appraisal counts 47 statutory listed buildings in the Mill Hill Conservation Area, many of them small brick or weatherboarded cottages in Mill Hill Village and along The Ridgeway. Inspecting and testing changes nothing, so it needs no consent. The findings in these cottages follow a pattern: socket circuits without RCD protection, main bonding missing where water and gas pipes were renewed through old walls, cables lying loose in roof spaces and accessories screwed straight to timber.
If a C2 code means a new circuit, we plan a route through floor voids and existing runs rather than chasing historic plaster, and we tell you when the work would touch the building's character, because a listed cottage then needs listed building consent from Barnet.

EICR Certificates in Mill Hill: your questions
Not answered here? Call 0203 667 1333 and ask.
My Millbrook Park flat was handed over in 2021. When is the first EICR due?
Within five years of the date on its Electrical Installation Certificate, so during 2026 for most homes completed in 2021. If the EIC is missing from your completion pack, ask the developer or managing agent, or book an EICR before the tenancy renews.
Does my EICR cover the corridor lights and door entry in my Mill Hill East block?
No. Those are communal and are tested under the freeholder's or managing agent's arrangements. Your report covers the flat's own installation from the meter onwards.
Will Barnet ask to see my EICR?
It can. Under the 2020 regulations you must provide a copy within seven days of the council's written request, and a licensed HMO holder must supply an electrical safety declaration on demand under the licence conditions.
Is the garden studio at my Mill Hill house included?
Yes, if it is part of what you let and is supplied from the house installation. Mention it when booking, along with garages, gate motors and outside lighting, so we allow enough time.
Can you inspect a Ridgeway cottage without damaging old plaster?
Yes. An EICR is testing, not alteration, so we open accessories and the consumer unit but do not chase walls. If remedial work is needed, we explain how it can be done with the least disturbance to the fabric.
Is the heat interface unit in my Millbrook Park flat part of the EICR?
Its electrical supply is, usually a fused spur in the cupboard beside it, because that is part of the flat's installation. The unit's own controls and the heat network beyond it are maintained under the operator's arrangements.
