In short

What does a Northwood landlord need to keep on file in 2026?

For any let: a gas safety record if there is gas, an EICR less than five years old and an EPC rated E or above. For a shared house licensed by Hillingdon, add a fire alarm certificate, a fire risk assessment and a PAT certificate, each dated within 12 months. We keep a renewal diary and book each one before it lapses.

The full guide is on our Property Maintenance for Landlords & Agents page, and everything else we do locally is under landlord certificates and repairs in Northwood.

Property Maintenance in Northwood: what is different here

A compliance calendar for a Hillingdon HMO

Hillingdon's proposed licence conditions turn several documents into things the council can ask for at short notice. Within 14 days of a demand: the current gas certificate, appliance test reports, the furniture safety declaration, deposit details, the tenancy terms and pest control records. Within 28 days: a periodic electrical report under five years old.

Every year, without being asked, the gas certificate goes to the council, and the fire detection system, escape routes and fire-fighting equipment are serviced. Keeping it all in one dated folder is most of the work.

  • Gas safety record every 12 months, sent to Hillingdon each year
  • EICR at least every five years, to the council within 28 days of a request
  • PAT certificate dated within 12 months for the application
  • Fire alarm certificate and fire risk assessment dated within 12 months
  • EPC, licence and gas record displayed in a common area

Six-monthly inspections in a big house

The proposed conditions expect the licence holder to inspect at reasonable intervals, typically every six months. In a large Northwood house that visit covers more ground than in a flat: fire doors and closers on three floors, smoke alarms on every storey, the loft tank lid, gutters along a long roofline, outside lights and garden boundaries. We can carry out the visit, photograph each item, fix the small things there and then, and give you a written list of anything bigger, so you hold a dated record if the council or a tenant asks.

Bins, pests and the outside of a large plot

Two practical conditions in Hillingdon's proposed list land on whoever looks after the house. Pest infestations, including rodents in gardens, must be dealt with within seven days of being reported, with treatment records kept for the council. New occupiers must get written information about waste and recycling within seven days of moving in, and there must be enough outside bins for everyone.

On a long Northwood garden backing onto trees, the outside needs as much attention as the inside: overgrown boundaries, a shed full of a previous tenant's furniture, gutters choked with leaves. Our part is the physical work of clearing, repairing boundaries and bin stores, and photographing the result.

Leasehold blocks and managing agents

Purpose-built flats are the largest housing type in Northwood ward, so many buy-to-let flats sit inside two sets of responsibilities. The landlord of the flat answers for everything from the front door inwards: the gas record, the EICR for the flat's own consumer unit, the EPC and repairs to fittings. The freeholder and its managing agent answer for the roof, the structure, communal wiring and fire alarms, and in many leases the flat entrance door too.

Hillingdon's proposed HMO conditions reflect that split: where the exterior or communal grounds belong to a freeholder or agent, the licence holder must report defects to them and ask for the work to be done. We put that report in writing with photographs, so there is a record of when the agent was told.

Voids, re-lets and the 2027 register

When a Northwood tenancy ends, the order of work decides how long the property earns nothing. The EPC must be ordered before marketing if the old one has lapsed, the gas record before move-in and the EICR before the tenancy starts, and smoke and carbon monoxide alarms must work on day one. A typical two-bed void can be decorated in two to four days, with the certificates done in the same window.

From 2027 there is a further step: the draft regulations for the private rented sector database give London landlords a registration window from 15 July to 14 October 2027, with the gas record, EICR and EPC uploaded for each property. The regulations are still a draft awaiting Parliament's approval, so treat the dates as planned rather than final.

Moor Park, Mount Vernon and where the rules change

Two Northwood quirks catch out landlords managing from a distance. Moor Park houses share the HA6 postcode but sit in Three Rivers, so Hillingdon's HMO licence does not apply there, while the estate company's covenants and private roads do; ask Three Rivers about licensing before letting a Moor Park house to sharers. And if you let to hospital staff on the western side of Northwood, the future of Mount Vernon Cancer Centre is under review: NHS England consulted from January to March 2026 on moving it beside Watford General Hospital, and the trust's page, last updated in September 2026, reports no decision yet.

That is worth knowing when planning a furnished let aimed at people who work there.

Property Maintenance in Northwood: your questions

Not answered here? Call 0203 667 1333 and ask.

Do you keep a certificate diary for Northwood properties?

Yes. We record the expiry date of each gas record, EICR, EPC and PAT certificate and book renewals before they lapse, grouping visits where the dates allow. Agents with several HA6 properties can have a monthly account with photos for every job.

Does Hillingdon need the gas certificate every year even if nothing has changed?

Under the proposed licence conditions, yes. The licence holder must produce a gas safety certificate to the council every year, and within 14 days whenever it is requested.

What should I do if my Northwood HMO will stand empty for a few months?

Tell Hillingdon if it will be empty for more than three months, as the proposed conditions require. Keep the water moving or drain it down, and before anyone moves back in, flush the outlets, check the alarms and make sure the certificates are still in date.

Who repairs the communal entrance of my Northwood block?

Usually the freeholder, through its managing agent. We can make your flat safe and report the communal defect to the agent in writing with photographs, which is what Hillingdon's proposed conditions expect from a licence holder.

Can you maintain a rental on the Moor Park estate?

Yes. Interior work is the same as anywhere in HA6. External changes may need checking with Three Rivers and Moor Park (1958) Ltd, and the roads are private, so tell us if we need to be expected.

When do London landlords have to register on the new property database?

Under the draft regulations laid in September 2026, between 15 July and 14 October 2027. The regulations still need Parliament's approval, so the dates may move. Registration will ask for the gas record, EICR and EPC.
