Property Maintenance in Bushey: what is different here

Two councils, two different jobs

Every Bushey address, Bushey Village and the heath alike, has two tiers of local government, and landlords deal with both. Hertsmere Borough Council handles housing standards, HMO licensing and complaints about disrepair, and its building control is now provided by Hertfordshire Building Control. Hertfordshire County Council's Trading Standards service enforces the Tenant Fees Act 2019 and the rules requiring letting agents to publish their fees and their redress and client money protection scheme memberships.

If a tenant or landlord in Bushey has a complaint about an agent's fees, it goes to the county, not to Hertsmere.

What Hertsmere expects a Bushey HMO manager to keep doing

The HMO management regulations and Hertsmere's standards turn into a recurring list. The draft July 2026 standards ask managers to provide enough bins for the number of occupants, tell new tenants the collection days, clear anything the last tenants left before the next tenancy starts, and remove rubbish from front gardens and the pavement straight away. They expect sensor lighting at the front and rear, heating in communal areas that is not on a prepayment meter, and a copy of the gas certificate sent to the council.

Hertfordshire's HMO fire guide adds monthly push-button tests of Grade D alarms, a six-monthly service for Grade A systems, and an annual discharge test of emergency lighting by a competent person. We can carry out and log the routine checks on our visits; the panel service is for a specialist alarm engineer.

The certificates a typical Bushey let needs

With about four in five Bushey homes on mains gas in the 2021 Census, almost every let needs an annual gas safety record. Every let needs an EICR at least every five years and a valid EPC rated E or better, with smoke alarms on each storey and carbon monoxide alarms where there is a fixed combustion appliance.

A licensed HMO adds yearly PAT testing under Hertsmere's draft standards, the fire alarm and emergency lighting regime, and a declaration on appliance safety when the council asks. A legionella risk assessment covers the water system in either case. We keep the dates in one diary, so nothing lapses between tenancies.

Bushey's rental market in numbers

Bushey is a small lettings market by north-west London standards. In 2021 roughly 1,950 households across the four Bushey wards rented privately, from 14.1% of households in Bushey Park, which straddles parts of Merry Hill Road and Little Bushey Lane, to 20.2% in Bushey Heath, Hartsbourne's ward. Hertsmere's October 2026 register lists 12 licensed HMOs on Bushey addresses, all under the national mandatory scheme, out of 203 in the borough; most are in Potters Bar and Borehamwood.

Many Bushey lets are therefore single family houses or flats, managed by an owner from a distance or by an agent in Bushey or Watford, and the gap between tenancies is when most of the work gets done.

The landlord database and Bushey's region

The new national register of private rented properties opens in stages from 15 December 2026, under regulations still in draft. Landlords will upload the gas safety record, EICR and EPC for each property. Each property's region is set by where it is. The draft regulations list Hertfordshire County Council's area under the East of England, so Bushey lets come in from 15 January 2027, six months ahead of London, and the Housing Hub puts that region's cut-off at 14 April 2027.

Having current certificates in one place now makes registration a short job when January comes.

Voids before and after 25 November 2026

Hertsmere says its updated HMO amenity standards apply to applications and variations received from 25 November 2026. If you are planning to raise the number of occupants in a Bushey HMO, or change the manager, the variation could be judged against the new room sizes, bathroom ratios and socket numbers. A void is the time to do that work: decorating in two to four days for a typical two-bed, bathrooms tiled in two to three, and certificates renewed before the next tenants arrive.

Property Maintenance in Bushey: your questions

Not answered here? Call 0203 667 1333 and ask.

Who do I complain to about a letting agent's fees in Bushey?

Hertfordshire County Council Trading Standards, which enforces the Tenant Fees Act 2019 and the rules on agents displaying their fees and scheme memberships. Hertsmere deals with property conditions and HMO licensing, not agents' fees.

Does my Bushey flat need a licence from Hertsmere?

Not unless it is an HMO with five or more people in two or more households. As of October 2026 we found no selective or additional licensing in Hertsmere, so most Bushey flats and houses need no licence.

When do Bushey landlords register on the new national database?

Earlier than London landlords. Hertfordshire is part of the East of England region, whose registration period begins on 15 January 2027 and ends on 14 April 2027, according to GOV.UK. The rules still await Parliament's approval, so check the dates again before January.

Can you handle the routine fire alarm checks in a Bushey HMO?

We can carry out and record the monthly push-button tests on Grade D alarms during our visits, and check doors close properly. The six-monthly service of a Grade A panel system is a job for a specialist alarm engineer.

Do you send monthly accounts to letting agents with Bushey properties?

Yes. Agents receive one monthly account across all their properties, with before and after photographs for each job, and certificates filed by address.

Will Hertsmere's new amenity standards affect my existing Bushey HMO licence?

Hertsmere says the changes may apply to applications and variations received from 25 November 2026. For a licence already in force, ask the council how and when the new standards will be applied at renewal.
