Mains gas in four out of five Bushey homes

The 2021 Census shows how heavily Bushey relies on gas. Households heated by mains gas alone made up 79.5% in Bushey Heath, 80.8% in Bushey St James, 82.5% in Bushey North and 83.3% in Bushey Park, and a further 6.5% to 7.2% in each ward had more than one type of central heating. Those four wards take in every part of the town we cover, from Bushey Village, Little Bushey Lane and Merry Hill Road to Hartsbourne on the heath. Heat networks barely register, at 0.8% or less in every ward.

So unlike the new-build districts of north-west London, very few Bushey lets escape the gas safety duty. The exception is the all-electric flat: between 7.4% and 11.0% of households used electric heating only, with the highest share on the heath, where purpose-built flats are about a third of homes. If you supply no gas appliance or fitting at all, there is nothing for a landlord gas safety record to cover.

What Hertsmere adds for HMOs

Gas safety in a shared house is a licence matter as well as an HSE one. Hertsmere's draft July 2026 amenity standards say a copy of the current gas safety certificate must be given to each tenant and, for a licensed HMO, also submitted to the council. They ban portable paraffin heaters, liquid fuel heaters and bottled LPG heaters in HMOs under all circumstances, and require heating that can keep bedrooms and living rooms at 21°C when it is minus 1°C outside.

With 12 licensed HMOs on Bushey addresses in October 2026, from small shared houses to an 18-person property, the paperwork goes to Hertsmere's private sector housing team as well as to the tenants.

Gas meters on an escape route

Hertfordshire's HMO fire guide treats a gas meter in the hallway as a fire risk on the way out. It should be moved or enclosed in a cupboard with 30 minutes of fire resistance, with fire-rated ventilation grilles at high and low level, and the gas supplier should be consulted because it still needs to read the meter.

The guide also says lead pipes are unsatisfactory and gas supply pipework should be in a metal with a high melting point. The gas safety check looks at the meter installation and pipework as part of the job, and we will point out where the enclosure falls short of the fire guide.

Chimneys and gas fires on the Warren estate

Hertsmere's design guide for the Warren estate picks out its tall chimney stacks as part of the estate's character, and the 2001 Article 4 direction removed the right to put up, alter or remove a chimney without planning permission. Where a gas fire or other open-flued appliance uses one of those chimneys, the annual check includes the flue: whether it draws, whether products of combustion spill back into the room, and the condition of what can be seen of the terminal.

If an appliance is unsafe, the engineer will tell you what has been found and make it safe. Repair is a job for a heating engineer, and boiler repair and servicing are not services we offer.

Flats above Bushey's shopping parades

Above the shops on the High Street and High Road, gas supplies can be old and indirect. The meter may be in the shop, the pipe may run through it, and a boiler flue may terminate at the back over a yard or a neighbour's roof. We need access to every part of the installation that serves the flat, so tell us who holds the keys to the shop or rear yard.

On the High Street and High Road, daytime parking is limited to one hour from Monday to Saturday, so a rear service road or nearby space helps the engineer stay for the whole check.

Keeping the date in a quiet licensing area

Without a selective licensing scheme to prompt you, the 12-month anniversary is easy to miss. A check done in the two months before the due date keeps the original anniversary, so there is no penalty for being early. Keep each record until two further checks have been done. If a gas fire, boiler or other fixed combustion appliance is in a room used as living accommodation, that room also needs a carbon monoxide alarm; a gas cooker on its own does not trigger the rule.
