In short
Do you cover Bushey for landlord certificates and repairs?
Yes. EliteShires Property Services covers Bushey and Bushey Heath for gas safety records, EICRs and EPCs, and for plumbing, electrical work and handyman days, from our Kenton Lane office about five miles away over the hill from Stanmore. Bushey is in Hertfordshire, under Hertsmere Borough Council, so the London borough licensing rules do not apply here. The water is very hard, as it is across most of our area.
Every certificate and trade we offer now has its own Bushey page below, each one written around Hertsmere's rules and the houses and flats here.
Trades have their own Bushey pages: plumber in Bushey, electrician in Bushey and handyman in Bushey.

Letting in Bushey
If you let property in Bushey
Licensing in Bushey is simpler than in the London boroughs around it. Hertsmere Borough Council licenses houses in multiple occupation with five or more people in two or more households, which is the national mandatory scheme; its fee is £1,306 for up to five people, plus £105 for each extra person. Its draft 2026 amenity standards state that the council has not introduced additional licensing for smaller HMOs, and we found no selective licensing scheme in Hertsmere as of October 2026. Hertsmere has made an Article 4 direction requiring planning permission for new small HMOs, but it covers four Potters Bar wards, not Bushey, and comes into force on 6 May 2027 if confirmed.
That leaves the national rules carrying most of the weight for an ordinary Bushey let: a gas safety check every 12 months, an EICR at least every five years, a valid EPC, smoke alarms on every storey and carbon monoxide alarms where needed. The national register of private landlords is also coming, and Bushey's turn comes before London's: Hertfordshire sits in the East of England window, due to open on 15 January 2027 with a deadline of 14 April 2027, under draft regulations that Parliament has yet to approve. (Checked against Hertsmere Borough Council's website, legislation.gov.uk and GOV.UK, October 2026.)

Local knowledge: Bushey
Bushey housing stock
Bushey is mostly owner-occupied, and more spread out than the London suburbs to the south. In the 2021 Census, households owning their home ran from 63.1% in Bushey St James to 78.3% in Bushey Park, against private renting of between 14.1% and 20.2% across the four Bushey wards. Social renting is concentrated in Bushey St James (19.3%) and Bushey North (14.4%), mostly through housing associations rather than the council. The type of house changes with the height of the land. On the heath, Bushey Heath ward was 34.1% detached houses and 34.6% purpose-built flats in 2021, the largest share of detached homes in any Bushey ward.
Lower down, Bushey North was 38.0% semi-detached, and Bushey Park and Bushey St James were each about 30% semis with a sizeable minority of terraces. The older core survives in two places. Bushey High Street and Melbourne Road form one conservation area, last reviewed in 2009. Bushey Heath has two: High Road, and The Lake, which takes in the Warren estate built in the 1950s on the grounds of a demolished Victorian house called The Warren. The Warren estate carries Article 4 directions on Warren Road, The Comyns, Coles Green and neighbouring roads, so some changes that are normally permitted need planning permission there.
What that means for certificates and repairs
- Affinity Water's Borehamwood/Bushey zone measured 340 mg/l total hardness in 2025, so scale on showers, taps, WC valves and hot water cylinders is a common cause of faults
- Larger detached houses on Bushey Heath often have two or three bathrooms and longer pipe runs, so finding a leak can take longer and is charged by time, with the rate agreed first
- Owner-occupiers dominate, so most work here is improvement and repair for the household rather than certificates for a tenancy
- Hertsmere has no selective or additional licensing that we could find, so for most Bushey lets the national safety rules are the whole picture; only HMOs of five or more need a licence
- In the conservation areas and on the Warren estate, replacement windows, doors and front boundaries can need consent, so repair is often the better route than replacement
- Bushey is outside London, so building control, parking and drainage are dealt with by Hertsmere, Hertfordshire and Thames Water rather than a London borough
Getting to you
From Kenton Lane the route goes north through Harrow Weald on the A409, past Stanmore Common and down Heathbourne Road into Bushey Heath, then down the hill to Bushey village. It is about five miles. The heath, Hartsbourne and the Warren estate are the first parts we reach; the High Street, Little Bushey and Merry Hill are a few minutes further on. Most residential streets in Bushey have no permit zone, and the main limits are on the shopping streets: on Bushey High Street and Bushey Heath High Road, parking is limited to one hour, Monday to Saturday, 8.30am to 6.30pm.
For a job above a shop, tell us where we can unload. If something fails in Bushey, we aim for a same-day visit in opening hours on Monday to Saturday; Sunday calls are for real emergencies only.
Neighbourhoods we cover in and around Bushey include Bushey Heath, Bushey Village, Little Bushey, Merry Hill and Hartsbourne.

Bushey: common questions
Not answered here? Call 0203 667 1333 and ask.
Do I need a licence to let my house in Bushey?
Only if it is an HMO with five or more people in two or more households. Hertsmere runs the national mandatory scheme, and we found no additional or selective licensing in the borough as of October 2026. The national safety rules still apply to every let.
Why does everything scale up so fast in Bushey?
Because the water is very hard. Affinity Water's 2025 report for the Borehamwood/Bushey zone gives 340 mg/l total hardness, close to the Harrow zones and above Edgware's 310 mg/l. Scale builds up in shower valves, taps, kettles, cylinder elements and boiler heat exchangers. Regular descaling, or a scale reducer on the incoming main, helps.
Is Bushey too far for you?
No. It is about five miles from our Kenton Lane office over the hill through Harrow Weald and Stanmore Common. Book planned work a few days ahead; urgent faults still get a same-day visit in opening hours from Monday to Saturday.
My house is on the Warren estate. What can I change?
The Warren estate is part of The Lake conservation area in Bushey Heath and has Article 4 directions, so some alterations that would normally be permitted need planning permission. Inside the house, repairs and replacements are unaffected. For windows, doors, porches or front boundaries, check Hertsmere's design guidance before ordering anything.
Who do I call about a blocked drain in Bushey?
If the blockage is in a sink, toilet, bath or the drain within your property, call us. Thames Water is the sewerage undertaker for Hertsmere and deals with public sewers and shared drains. Camera surveys of drains are not something we do.
Do you do landlord certificates in Bushey too?
Yes. Gas safety records, EICRs, EPCs, PAT testing and legionella risk assessments are all available in Bushey. Without a local licensing scheme, the national deadlines are the ones to track, and we can keep them in one diary for you.
Can you work above the shops on Bushey High Street?
Yes. Flats above shops often share a supply with the business below, so we check what feeds what before working. Parking on the High Street is limited to one hour in the day, so tell us about rear access or a nearby space.
