Which licence rules apply to doors and locks on each side of Kenton Road?
Kenton's door and lock rules depend on the council, and Brent writes more down for ordinary lets. On the Brent side, in Kenton, Northwick Park and Preston wards, the selective licence requires locks and entry systems to be kept in good working order, with locks changed before new occupants move in if old keys were not returned. Brent's HMO conditions add a thumb-turn mortice front lock or equivalent, unit and exit doors that open from inside without a key, and working fire doors.
On the Harrow side, Kenton East and Kenton West sit outside Harrow's selective scheme, so for a single let a lock change between tenants is good practice, not a condition. Licensed HMOs there follow Harrow's own conditions, which also require a thumb-turn or five-lever front lock and new locks when keys are not returned, and go into more detail on hinges, gaps and closers than Brent's.
Can the original casements in Mount Stewart be repaired instead of replaced?
Yes, Mount Stewart's original casements can usually be repaired, which avoids a planning application. Mount Stewart is a Brent conservation area on the ridge between Woodcock Hill and Preston Hill, laid out by F & C Costin. Its appraisal praises the finely detailed timber casements glazed with leaded lights, some with painted and stained glass, and says the council accepts that PVCu will not match original timber windows. Under the current Article 4 direction, replacing windows needs planning permission, while front doors are left out of that control.
We splice rotten bottom rails, rehang dropped casements and renew ironmongery, keeping the leaded glass. Nearby Northwick Circle is split: in its inner area windows and doors still need permission, and in the outer area they were relaxed in August 2024. Check with Brent planning before anything is replaced (checked October 2026).
What changes when a Kenton semi becomes a house share?
When a Kenton semi becomes a house share, the internal doors usually change completely. Many original 1930s doors have glazed panels, and glazed fanlights over hall doors are common. Neither suits the FD30S fire doors Harrow's HMO standards ask for, and Brent's LACoRS-based fire guidance usually needs fire doors too. So we price new doorsets, refit frames to the required gap tolerances, fit closers, and either fit fire-resisting glass in the fanlights or infill them.
In Kenton East, terraces make up a third of homes and 7.7% of households already live in converted or shared houses (2021 Census). Settle planning first. Brent has needed planning permission for small HMOs in most of the borough since November 2022, and Harrow's borough-wide direction followed in June 2026. Anything structural, such as taking out a wall to open up a room, goes to a structural engineer, not a carpenter.
How big must kitchen cupboards be in a Brent-side HMO?
Brent's HMO standard sets lockable kitchen storage at 0.3 cubic metres for each single-bedroom occupant, and 0.4 cubic metres for a two-person household. Brent's own example for one occupant is a unit 600 mm wide, 720 mm high and 600 mm deep, although that works out a little under 0.3 cubic metres, so we size slightly larger. The cupboard under the sink does not count towards it. Worktops must be at least 1000 by 600 mm, smooth and impervious.
So kitchen carpentry in a Kenton or Preston house share is a sizing exercise: count the occupants, allow a lockable unit each, and leave the sink base out. We fit locks to new or existing carcasses and adjust the doors so they close square. My Kenton let is on the Brent side. Do I have to change the locks between tenants?
If keys from the previous tenants were not returned, yes. Brent's selective licence conditions require locks to be changed before new occupants move in in that case. Keep the dated invoice with your licence records. On the Harrow side of Kenton Road, a single-family let is outside Harrow's selective scheme, so a change is sensible practice there, but a licensed Harrow HMO has the same keys-not-returned condition.
Can I replace the front door of my Mount Stewart house without planning permission?
Front doors were left out of the window and alteration controls in Mount Stewart's Article 4 direction, so replacing one is usually permitted development. Porches are controlled, and windows need permission. Confirm the detail with Brent planning first. If the original door can be repaired, we will tell you, as repair keeps the character the appraisal values.
Can you fit out a garden building on a long Kenton plot as a bedroom?
Not for sleeping on the Brent side. Brent's licence conditions say garages and sheds must not be used as sleeping accommodation. We can fit shelving, a workbench or storage in an outbuilding instead. In the Mount Stewart and Northwick Circle conservation areas, a new outbuilding also needs planning permission, so ask Brent before anything is built.
Is a thumb-turn lock secure enough for a Kenton front door?
Both Brent's and Harrow's HMO conditions ask for a thumb-turn mortice lock, or one equivalent to five-lever security, on the front door, so tenants can get out quickly without hunting for a key. We fit a lock of that grade and check the door closes and latches cleanly. If the door is a fire door, we seal the new lock holes with intumescent paste.
